Objectives

The primary objective of this tender is to procure the supply and installation of an electronic water measurement system at the Arboretum Water Treatment Plant. The project aims to ensure accurate water flow measurement through the installation of electromagnetic meters, complying with specified standards and safety regulations, and to complete the work by the deadline of 12 September 2025.

Scope

The scope of work includes:

• Supply of electromagnetic flowmeters (PN16 Carbon Steel Body, PTFE Liner, 24V DC Wall Mount Transmitter, 20m Cable Kit)
• Installation and connection of the electromagnetic meters to the existing water supply pipework
• Excavation, removal, and replacement of old meters with new units, including pipework modifications
• Backfilling and compaction of excavated areas
• Proving, testing, and commissioning of the installed meters and electrical components
• Ensuring minimal damage to existing services and compliance with safety and construction regulations
• Provision of necessary certifications, including a Certificate of Compliance (COC)

The work must be carried out in accordance with the specified standards, Bill of Quantities, and site conditions, with re-measurable quantities upon completion.

Technical Requirements

The technical requirements for the tender include:

• Use of SABS-approved pipe fittings and adherence to standards such as SABS 1200 AA, C, DA, DB, GA, LB, and L
• Installation of electromagnetic flowmeters with the following specifications:
  • PN16 Carbon Steel Body
  • PTFE Liner
  • 24V DC Wall Mount Transmitter
  • 20m Cable Kit
• Excavation of trenches at least 1200mm deep with minimum 800mm cover and appropriate width
• Use of PE100 pipe material conforming to SABS ISO 4427 and SABS966 standards
• Compliance with the Occupational Health and Safety (OHS) Act, including safety plans and qualified personnel (Wireman’s license, CIDB grade 1CE/1EP or higher)
• Provision of a Certificate of Compliance upon project completion
• Proper identification and protection of existing services on site, with hand excavation to prevent damage
• Adherence to construction regulations and safety standards, including site cleanup and damage repair responsibilities
• All alterations to be signed and confirmed by the bidder
