Objectives

The primary objective is to procure a qualified service provider for the once-off annual maintenance of two medical vacuum pumps at Umphumulo Hospital. The procurement seeks to ensure clinical equipment reliability, minimise downtime, uphold health and safety standards, and achieve optimal value for money through a compliant, transparent evaluation process aligned with South African public sector supply chain regulations.

Scope

The contract encompasses the complete servicing of two (2) Ingersol Rand medical vacuum pumps (Model: 15V, Serial No: 6051474). The scope of work includes:

• Comprehensive visual inspection and defect logging
• Draining existing vacuum pump oil and refilling with specified compressor oil
• Replacement of air filters
• Inspection and assessment of drive belts for wear
• Identification and rectification of oil leaks
• Functional verification of safety and non-return valves
• Inspection of all electrical connections (motor and control panel)
• Cleaning of vacuum dirt traps

The engagement is structured as a once-off service with a quotation validity period of 90 days. Bidders must provide firm, all-inclusive pricing covering labour, travel, materials, and any incidental costs.

Technical Requirements

Suppliers must satisfy the following technical and regulatory criteria:

• All services and components must comply with SABS, SANS, SANAS, and SAQCC standards.
• Original certificates proving compliance with SABS, SANS, SANAS, and SAQCC must be attached.
• Valid CIDB (Construction Industry Development Board) registration documentation must be provided.
• Bidders must formally confirm compliance with the attached specification document.
• Pricing must be fixed for the contract duration, with clear itemisation of oil, filters, labour, and travel costs.

Explanation of Unusual/Complicated Terms:

• SAQCC Refrigeration Gas Registration Card: A mandatory certification issued by the South African Qualifications Certification Council for Contractors, confirming that technicians are legally authorised to handle refrigeration gases and associated equipment in accordance with national safety and environmental regulations.
• CIDB Registration: A statutory accreditation required for contractors performing construction-related or specialised maintenance services in South Africa, demonstrating adherence to industry competency, financial, and operational thresholds.
• 80/20 Preference Point System: A procurement evaluation methodology where 80 points are allocated for competitive pricing and 20 points for socio-economic transformation goals. Full points are granted to enterprises at least 51% owned by Black people.

Skills Requirements

The successful bidder must deploy personnel with verified technical competence and legal authorisation:

• All servicing activities must be performed exclusively by a qualified artisan or technician.
• The executing technician must hold a current SAQCC Refrigeration Gas Registration Card.
• The registration card must be officially registered under the bidding company’s name, with documentary proof submitted alongside the quotation.
• Personnel must possess demonstrable experience in maintaining medical-grade vacuum pump systems to ensure clinical safety, equipment longevity, and uninterrupted hospital operations.
