Objectives

The primary objective of this tender is to engage a qualified contractor to design, supply, and install a new Solar PV system at the Hantam National Botanical Garden in Nieuwoudtville. The system must include solar panels, a hybrid inverter, and backup batteries for the borehole pump, ensuring reliable power supply with at least 8 hours of backup. The project aims to enhance sustainable energy use and ensure operational efficiency of the borehole pump.

Scope

The scope of work encompasses:

• Design, supply, and installation of a complete 5kW hybrid solar PV system with backup batteries supporting the borehole pump.
• Procurement of all necessary equipment including PV modules, inverters, cables, wireways, fixing structures, switchgear, enclosures, lightning, and surge protection devices.
• Installation of solar panels on the roof, electrical infrastructure, and mounting structures.
• Electrical connections from the borehole to the PV system, including trenching and cable laying.
• Construction of fencing, concrete plinths, and upgrade of electrical distribution boards as required.
• Commissioning, testing, and training of SANBI staff on system operation and maintenance.
• Site clearance, installation of borehole pump, and ensuring all work complies with relevant standards and safety regulations.

Technical Requirements

The technical specifications include:

• Use of SANS and industry best practices for design and installation.
• Solar PV system supporting a 0.37kW borehole pump with at least 8 hours backup power.
• Hybrid inverter compliant with NRS-097, supporting Wi-Fi or GSM monitoring, high voltage batteries, and integrated BMS.
• Installation of at least 6 PV panels (585W each), mounted on galvanised steel structures capable of withstanding wind loads.
• Use of IEC 62930 compliant, flame-retardant, UV-resistant, PVC-insulated copper conductors.
• Electrical trenching and cabling over approximately 50 meters from the borehole to the distribution board.
• Construction of fencing, concrete plinths, and upgrade of electrical distribution as needed.
• All equipment and installation work to be certified and compliant with relevant South African standards and regulations.

Skills and Qualification Requirements

The contractor must demonstrate:

• CIDB registration with a contractor grading designation of Level 1EB or higher.
• Experience in designing and installing solar PV systems, particularly hybrid systems with backup batteries.
• Professional registration of design engineers with the Engineering Council of South Africa (ECSA).
• Qualified personnel including a Site Agent with at least 5 years of relevant experience, a registered Master Electrician, and an Occupational Health & Safety Officer with appropriate certifications.
• Proven track record with references and completion certificates for similar solar PV projects within the last ten years.
• Capability to provide all necessary documentation, including safety plans, test procedures, and compliance certificates.
