Objectives

The primary objective of this tender is to procure services for the maintenance and servicing of vacuum and oxygen pumps at Mfundo Arnold Lushaba Community Health Centre (CHC). The service aims to ensure the proper functioning, safety, and compliance of medical gas systems, including installation, testing, inspection, and maintenance activities, in accordance with relevant standards and specifications.

Scope

The scope of work includes:

• Supply, delivery, and installation of necessary materials and equipment as per the Bill of Quantities and drawings.
• Inspection, testing, and commissioning of oxygen and vacuum systems.
• Servicing of oxygen manifold pressure valves, pressure reducing valves, change-over controls, and alarm systems.
• Carrying out leakage tests, functionality checks of alarm panels, sensors, and isolating valves.
• Provision of after-service reports and certification of system compliance.
• Adherence to health and safety regulations, including occupational health and safety standards.
• Site visits, coordination, and compliance with technical and safety specifications.

Technical Requirements

The technical requirements specify that:

• All work must conform to the standard specifications for medical gas and vacuum installations, including SABS standards and the Occupational Health and Safety Act.
• Technicians employed must demonstrate proof of knowledge and experience in medical gas systems.
• Installation and servicing must follow approved drawings, standards, and manufacturer instructions.
• Permits to Work are required for certain activities, such as isolating systems or overhauling equipment.
• All equipment and materials used must be specified or approved by the Department of Health, with SABS approval where applicable.
• System testing includes pressure adjustments, alarm operation checks, and warning system tests, with results recorded on prescribed forms.
• All safety and health protocols, including PPE, hazard notices, and machine guarding, must be strictly followed.

Skills Requirements

The tender stipulates that:

• All pipe fitters and technicians must possess proven knowledge and experience in medical gas and vacuum system installation, maintenance, and testing.
• Personnel must be capable of interpreting technical drawings, standards, and specifications.
• Technicians must hold relevant trade certificates and qualifications, such as trade test certificates in plumbing or related trades.
• Staff must be familiar with Permit to Work procedures, safety standards, and emergency protocols.
• Contractors must demonstrate capacity to complete the work within the specified contract period of two weeks, with adequate staffing and resources.
