Objectives

The primary objective of this tender is to select a qualified contractor to upgrade the existing facilities at the STH Ngeyethu Restaurant and Banqueting area, as part of the University of Johannesburg's development project. The tender aims to establish a comprehensive contractual agreement that covers all aspects of design, construction, and finishing works, ensuring compliance with relevant standards and regulations, while facilitating a smooth execution from inception to completion.

Scope

The scope of the tender encompasses the full renovation and upgrade of the STH Ngeyethu Restaurant and Banqueting facilities, including but not limited to:

• Interior refurbishment and fit-out of various areas such as restaurant, lounge, private dining, kitchen, outdoor seating, and ancillary spaces.
• Structural modifications, including demolition, new partitions, bulkheads, and reinforcement works.
• Installation of new ceilings, partitions, flooring, wall finishes, and joinery as specified.
• Electrical, mechanical, plumbing, and fire safety systems installation and upgrades.
• Provision of furniture, fixtures, fittings, signage, and decorative elements.
• Compliance with all relevant building codes, safety standards, and environmental regulations.
• Coordination of temporary works, site management, and logistics, especially considering the multi-floor construction site.

Technical Requirements

The technical requirements for the tender include:

1. Design and Documentation: Submission of detailed project plans, schedules, organograms, and execution methodologies demonstrating understanding of project scope and risk mitigation.
2. Compliance: All work must adhere to the latest editions of the National Building Regulations, SANS standards, and relevant industry codes.
3. Professional Registration: Key personnel involved must be professionally registered (Pr.CPM, Pr.CM, Pr.Eng) with relevant experience and qualifications in building construction and finishes.
4. Construction Methodology: A comprehensive 3-5 page methodology outlining the approach from inception to completion, including risk control and mitigation strategies.
5. Program Schedule: A detailed construction program aligned with the Bill of Quantities, demonstrating all activities within the required timeframes.
6. Organogram: An organogram indicating key personnel, roles, and responsibilities for effective project management.
7. Materials and Finishes: Use of specified finishes, tiles, wall coverings, and joinery as per detailed specifications, with allowances for wastage and quality standards.
8. Systems Installation: Proper installation of electrical, plumbing, fire safety, HVAC, and mechanical systems, complying with relevant standards and manufacturer instructions.
9. Health & Safety: Implementation of safety measures, temporary barricades, and site management protocols to minimize disturbance and ensure safety during construction.
10. Documentation & Certification: Submission of professional appointment letters, practical completion certificates, and reference letters for similar projects completed within the last 5 years.
11. Pricing & Evaluation: Submission of a detailed priced Bill of Quantities, with a minimum score of 70 out of 100 points based on functionality criteria, to qualify for further evaluation.
