Objectives

The primary objective is to supply, install, and commission a secure, climate-controlled storage container at Ncemaneni Clinic (operating under Nkonjeni Hospital) for the safekeeping of medical records and administrative documents. The facility aims to protect sensitive documentation from environmental degradation, pests, and unauthorized access while providing a functional, compliant filing environment.

Scope of Work

The project encompasses end-to-end delivery, construction, and installation over a strict 25-day contract period. Key activities include:

• Site Preparation & Foundation: Ground excavation, trench digging, and construction of a reinforced brick and concrete base covering approximately 3.5m x 7m.
• Container Installation: Delivery, positioning, and securing of a prefabricated storage container onto the prepared concrete slab.
• Fit-Out & Finishing: Installation of security doors, ventilation systems, waterproof and rodent-proof flooring, interior/exterior painting, and fixed steel shelving units.
• Electrical & Mechanical Services: Complete wiring, installation of a 12-way distribution board, lighting, plumbing, and a split-unit air conditioning system. The contractor must arrange temporary water and electricity during construction and issue a Certificate of Compliance upon completion.

Technical Requirements

All materials and works must adhere to the following specifications:

• Foundation: Trenches filled with compacted 20MPa concrete, reinforced with 8mm steel mesh wire. A single-brick wall base extending 200mm above ground level, topped with a 200mm compacted concrete slab.
• Container Specifications: Dimensions of 6m (L) x 2.5m (B) x 2.4m (H). Must feature two aluminium windows with shatterproof glass (400 x 1200mm), a double-swing steel door with heavy-duty locking mechanism, and a minimum of four air vents.
• Interior & Flooring: Damp-proof, water-tight, and rodent-proof flooring. Two coats of dove grey exterior paint and white interior paint. Fixed steel shelving along walls and a central rack with 400mm floor clearance.
• Electrical & HVAC: 12-way DB board with specified circuit breakers (10A for lighting, 20A for AC and plugs), two 4-foot fluorescent light fittings, and a 12,000 BTU split air conditioner. All electrical work requires a valid Certificate of Compliance.
• Compliance & Standards: Materials subject to South African Bureau of Standards (SABS) testing if requested. Full compliance with the Occupational Health and Safety (OHS) Act, including submission of a site-specific safety plan.

Skills & Qualification Requirements

Bidders must demonstrate the following capabilities and submit mandatory documentation:

• Contractor Registration: Valid CIDB grading of 1GB, 1ME, or 1EB & G.
• Experience: Proof of prior experience delivering similar construction/installation projects, supported by at least one order and completion certificate.
• Financial & Operational Capacity: Evidence of capacity to deliver, including bank statements or financial institution letters, and quotations from suppliers/manufacturers for key materials.
• Regulatory Compliance: Active Central Suppliers Database (CSD) registration, valid tax clearance status, and BBBEE certification or sworn affidavit (51% black ownership qualifies for preference points).
• Safety Management: Demonstrated ability to develop and implement comprehensive safety plans, particularly for live electrical work and site operations.

• CIDB Grading (1GB/1ME/1EB & G): A South African construction industry classification system that verifies a contractor’s financial, technical, and managerial capacity to execute civil, engineering, or building works of a certain value and complexity.
• Certificate of Compliance (CoC): A legally mandated document issued by a registered electrician confirming that all electrical installations meet national safety standards before energization.
• 80/20 Preference Point System: A procurement evaluation model where 80% of the scoring weight is allocated to price competitiveness and 20% to socio-economic goals (specifically Black Economic Empowerment ownership levels).
• Compulsory Site Meeting: Attendance is mandatory for all bidders. Failure to attend results in automatic disqualification, ensuring all parties understand site constraints and technical expectations.
