Objectives

The primary objective of this tender is to procure and deliver 100,000 large refuse bin bags to the Dannhauser Local Municipality. The municipality aims to secure a compliant, cost-effective supplier capable of meeting strict quality, volume, and delivery specifications while adhering to national preferential procurement regulations.

Scope of Work

The successful bidder will supply a total of 100,000 garbage bags, packaged as twenty bundles containing 5,000 bags each. All logistics and transportation costs to the designated municipal delivery point must be fully incorporated into the quoted price. The contract requires firm pricing that remains valid for ninety days from the submission deadline, with all applicable taxes clearly itemised.

Technical Requirements

• Capacity & Size: Each bag must be classified as large and rated for 100-litre capacity.
• Material Specifications: Bags must feature a thickness of 30 microns and a minimum mass of 25 grams per unit.
• Quality Standards: Products must be free from manufacturing defects such as lines, tears, or weak seals, and must comply with relevant national standards organisation guidelines.
• Packaging: Goods must be bundled as specified (20 packs × 5,000 units) to facilitate efficient handling and distribution.
• Compliance Documentation: Bidders must submit completed Municipal Bidding Documents (MBDs), including tax compliance verification, proof of company registration, and mandatory administrative proofs (e.g., lease agreements or utility bills where applicable).
• Mandatory Declarations: Submission of declarations covering past supply chain management practices, conflict of interest, and independent bid determination is strictly required.

Skills & Qualification Requirements

No specialised technical trade skills or professional certifications are required for this supply contract. Eligibility is primarily based on corporate compliance, financial stability, and logistical capability. Bidders must demonstrate the operational capacity to manufacture, package, and deliver bulk quantities within stipulated timelines. Additionally, suppliers must be proficient in navigating public sector procurement compliance, including tax clearance verification and demographic preference documentation.

Key Terms & Specialised Requirements

• 80/20 Preference Point System: This scoring model allocates 80 points based on the lowest acceptable price and 20 points for specific socio-economic goals. Points are awarded based on enterprise ownership demographics (black, women, youth, or disabled persons owning more or less than 51%) and geographic location within the municipality, district, province, or outside KwaZulu-Natal. Failure to provide verified documentation for these goals results in zero points being awarded.
• Firm Pricing & Validity: Only fixed prices are accepted; variable, conditional, or exchange-rate-linked quotes will be automatically rejected. Quotes remain legally binding for 90 days post-submission.
• Anti-Collusion Certification: Bidders must legally certify that their pricing and bid preparation were determined independently without consultation, communication, or agreement with competitors, in accordance with competition legislation. Violations may result in disqualification, contract cancellation, or criminal referral.
• Tax Compliance Verification: Suppliers must provide a valid SARS Tax Compliance Status (TCS) PIN or Central Supplier Database (CSD) number to prove active tax standing. Foreign suppliers must complete a pre-award questionnaire to determine tax liability in South Africa.
• Mandatory Administrative Criteria: Strict adherence to submission formats, sealing requirements, and deadline protocols is enforced. Late, improperly sealed, or non-compliant bids will be automatically disqualified without evaluation.
