Objectives

The primary objective is to secure competitive quotations for the timely supply and delivery of specified bulk water meters to the Ugu District Municipality. The municipality aims to procure compliant, high-quality metering equipment while adhering to national preferential procurement regulations and ensuring optimal value for money.

Scope

The tender covers the supply and delivery of pre-assembled meterboxes containing Class C cold water meters. The required quantities are:

• One 150 mm full flow bulk meter
• Eight 50 mm bulk meters
• Eight 75 mm bulk meters
• Four 40 mm bulk meters

All items must be delivered to the municipality’s designated facility at Marburg Stores, PRN No 2 Lind Road, Marburg.

Technical Requirements

• Meters must strictly conform to Ugu District Municipality specifications and utilize only approved brands (Kent, Honeywell, Sensus, or Meinecke).
• Equipment must consist of pre-assembled meterboxes fitted with Class C water meters rated specifically for cold water applications.
• Quotations must be submitted using official municipal bidding forms, properly sealed, endorsed with the requisition number, and physically deposited before the closing deadline. Late, emailed, or faxed submissions will be automatically rejected.
• Bidders must provide valid tax compliance verification and complete all mandatory declaration forms regarding company structure, beneficial ownership, past supply chain conduct, and independent bid determination.
• Evaluation follows a structured scoring methodology prioritizing price competitiveness and socio-economic transformation targets.

Skills Requirements

No specialized technical or professional certifications are mandated. Success depends on the bidder’s operational capacity to source or manufacture compliant metering equipment, manage logistics for timely delivery, and maintain strict administrative, financial, and regulatory compliance throughout the procurement process.
