Objectives

Scope

The tender covers the supply and delivery of a defined list of physical goods to the municipality. Required items include twelve wheelbarrows, twelve forks, twelve spades, six ten-metre pipes, twelve water sprays, twelve plastic rakes, thirty paint rollers and buckets, fifteen paint brushes, nine big brooms, nine twenty-five-litre containers of yellow paint, and nine twenty-five-litre containers of white paint. The successful bidder will execute a written contract and must clearly indicate delivery dates and times. Failure to meet agreed delivery timelines may result in order cancellation without financial liability to the municipality. All quotations must remain valid for a minimum of ninety days from the closing date.

Technical Requirements

• Submit sealed quotations on official municipal forms, clearly marked with the correct reference number and description.
• Late, incomplete, erasable-ink, faxed, or electronically submitted quotes will be rejected.

Familiarity with SARS tax compliance systems and CSD registration protocols is essential.

• Non-Firm Pricing & Escalation Formula: Contracts may include non-firm prices allowing adjustments based on economic indices (e.g., labour, transport, clothing). Eighty-five percent of the bid price is subject to adjustment using a prescribed mathematical formula, while fifteen percent remains fixed and immune to escalation. Foreign suppliers may additionally claim adjustments for exchange rate fluctuations.
• Specific Goals Preference System: Under the Preferential Procurement Policy Framework Act, up to twenty points are allocated for socio-economic criteria: five for youth ownership, five for enterprises operating within the municipality’s jurisdiction, and ten for black ownership. Valid documentary proof must accompany the bid to claim these points.
• MBD Compliance Declarations: Standard South African government bidding templates requiring strict legal attestations regarding conflicts of interest, prevention of collusive bidding, past contractual performance, and tax status. Falsification or omission of these declarations renders the bid invalid and may trigger legal or procurement restrictions.
