Objectives

The primary objective of this tender is to procure and install a fully operational Public Address (PA) system at Clairwood Hospital under the KwaZulu-Natal Department of Health. The procurement aims to establish reliable audio communication infrastructure while complying with national public procurement regulations, prioritising local economic participation, and enforcing strict occupational health and safety standards.

Scope

The scope covers the complete supply, delivery, installation, and commissioning of one (01) PA system at the designated hospital site. The estimated contract value does not exceed R50,000,000 (inclusive of all applicable taxes). The successful bidder will be responsible for delivering a system that fully complies with the attached technical specifications, including setup, testing, and handover. Partial payment requests will not be entertained; full project completion is required before financial settlement.

Technical Requirements

• Full compliance with the attached technical specification document is mandatory; non-compliance results in disqualification.
• Equipment must adhere to low-voltage and telecommunications industry standards.
• Valid manufacturer certifications must be provided to verify product authenticity, warranty, and quality assurance.
• A comprehensive Health and Safety Plan must be submitted and approved prior to commencement of work.
• An additional evaluation stage requires the top three scoring bidders to physically submit samples of the proposed PA system for objective assessment. Only compliant samples will qualify for award.

Skills & Qualifications Requirements

• Appointed tradesmen must hold valid electrical or mechanical trade registration.
• Technicians involved in installation must possess low-voltage and/or telecommunications certification.
• Bidders must demonstrate relevant experience through at least three verifiable completion certificates or traceable orders for similar PA system projects.
• Contractors must hold valid registration with the Construction Industry Development Board (CIDB).
• Up-to-date CIPC business registration, B-BBEE verification certificate or sworn affidavit, and Central Supplier Database (CSD) compliance report are compulsory.
• The successful bidder must sign a vicarious liability agreement with the institution’s Occupational Health and Safety (OHS) officer.

Notable Terms & Conditions

80/20 Preference Point System: A standard South African procurement framework where 80 points are awarded based on competitive pricing and 20 points are allocated to specific socio-economic goals, primarily promoting South African-owned enterprises. Proof of enterprise ownership and B-BBEE status is required to claim these points.

Sample Submission Evaluation: An uncommon tender phase where the three highest-scoring bidders must physically deliver samples of the PA system for inspection. Failure to submit compliant samples may trigger a re-tender process.

Vicarious Liability Agreement: A legal requirement mandating that the contractor acknowledges responsibility for any acts, errors, or omissions committed by its employees during project execution, ensuring alignment with occupational health and safety legislation.
