Objectives

The primary objective is to supply, prepare the site for, and install a secure, climate-controlled storage container dedicated to medical records and documents at Nhlungwane Clinic. The project aims to deliver a durable, weather-resistant, and organized storage facility that complies with provincial health department standards within a strict 25-day contract period.

Scope of Work

• Site Preparation & Foundation: Excavate a 3.5m x 7m area, dig trenches, lay G5 crush stone, reinforce with 8mm steel mesh, and pour 20MPa compacted concrete. Construct a single brick wall up to 200mm above ground, backfill with compacted soil, and apply a plastic moisture barrier.
• Container Placement: Position a 6m x 2.5m x 2.4m industrial container on the cured concrete slab.
• Exterior & Interior Finishing: Install aluminium windows with shatterproof glass, double swing steel doors with locks, ventilation units, and apply two coats of dove grey paint externally and white paint internally. Install waterproof, rodent-proof flooring.
• Fit-Out & Services: Install fixed steel shelving along walls and a central braced rack, a 12-way distribution board with specified circuit breakers, a 12,000 BTU split air conditioning unit, and fluorescent lighting. Complete all electrical wiring and plumbing connections.
• Operational Compliance: Provide temporary water and electricity during construction, submit an OHS-compliant safety plan, coordinate with the hospital safety officer, avoid weekend work, and ensure prompt rubble removal.

Technical Requirements

• All materials, workmanship, and installations must strictly comply with the attached technical specifications and relevant South African National Standards (SANS).
• Materials must be presented to the hospital maintenance supervisor for approval prior to use and may be subjected to independent SABS testing.
• The container must be structurally sound, damp-proof, water-tight, and rodent-proof.
• Bidders must be registered on the Central Suppliers Database (CSD) and demonstrate active tax compliance.
• Pre-qualification mandates a CIDB grading of 1ME/EB & IGB, documented proof of similar past projects, at least one completion certificate, evidence of operational/financial capacity, and valid supplier/manufacturer quotations.
• Bidders must submit a sworn affidavit or BBBEE certificate proving at least 51% black ownership to qualify for preference points.
• All mandatory government procurement forms (SBD 4, SBD 6.1, GCC, SCC) must be completed verbatim without retyping or alteration.

Skills Requirements

• Civil & Structural Expertise: Proficiency in excavation, concreting, bricklaying, waterproofing, and foundation construction to exact dimensional tolerances.
• Container Engineering: Experience in logistics, positioning, anchoring, and sealing industrial containers on prepared bases.
• Electrical & Mechanical Installation: Registered electricians and HVAC technicians capable of installing distribution boards, lighting, air conditioning, and issuing legally binding Certificates of Compliance (COC).
• Health & Safety Management: Ability to develop comprehensive OHS plans, manage live electrical work safely, and coordinate with institutional safety officers.
• Project Execution: Strong logistical and scheduling capabilities to complete all civil, structural, and fit-out works within the mandated 25-day delivery window.

• CIDB 1ME/EB & IGB Grading: Refers to the Construction Industry Development Board’s competency classification for contractors specializing in mechanical/electrical, earthworks, building, and industrial building works. This verifies the contractor's technical and financial capacity to execute complex construction projects.
• 80/20 Preference Point System: A South African public procurement scoring model where 80 points are awarded based on price competitiveness and 20 points for socio-economic transformation goals (specifically, companies with 51%+ black ownership). Lower prices score higher on price, while qualifying B-BBEE firms gain additional points.
• Certificate of Compliance (COC): A legally mandated document issued by a registered electrician confirming that all electrical installations meet national safety standards. Required before final handover and payment.
• SABS Testing: Independent verification by the South African Bureau of Standards to ensure supplied materials meet prescribed quality, durability, and safety benchmarks before installation.
