Objectives

The primary objective is to appoint a qualified contractor to supply, deliver, and install a single new archive container at Nseleni Community Health Centre. The project aims to establish a secure, climate-controlled storage facility for official medical records, ensuring compliance with provincial health department archives management regulations.

Scope of Work

The scope covers the complete end-to-end delivery and installation of a 6m x 2.4m steel archive container on a prepared concrete slab with a sloped roof. Key deliverables include:

• Installation of interior lighting, ventilation, and 12,000 Btu air conditioning units to maintain stable temperatures for document preservation.
• Fitting of two heavy-duty steel shelving units (five shelves each) fixed to container walls, plus a central braced racking system.
• Supply and installation of double swing steel doors with locking mechanisms, aluminium windows with shatter-proof glass, and four air vents per container.
• Electrical infrastructure comprising 70 metres of cabling, distribution boards, external weatherproof boxes, internal lighting switches, and dual power outlets.
• Construction of a 21m² sloped steel roof with integrated gutters and V-drains around the concrete foundation.
• Provision of facility signage, post-installation site cleanup, and removal of all construction rubble.
• A 30-calendar-day execution period, followed by a 12-month comprehensive warranty covering all equipment, materials, and workmanship.

Technical Requirements

• Full compliance with the Occupational Health and Safety Act and applicable South African National Standards (SANS) for electrical, structural, and plumbing installations.
• All materials must be brand new, SABS-approved, and engineered for high-corrosion environments using heavy hot-dip galvanisation or stainless steel fasteners.
• Submission of an Electrical Certificate of Compliance (COC) and SAQCC certification validating all electrical works.
• Provision of comprehensive operation and maintenance manuals, alongside dedicated hard-copy maintenance logbooks.
• Implementation of strict site safety protocols, including a valid contractor safety file, mandatory PPE for all personnel, and appointment of a competent site supervisor.
• Financial capacity verification through a bank guarantee letter.
• Mandatory employment of local unskilled labour as stipulated by provincial procurement directives.

Skills and Qualifications Requirements

• Valid CIDB professional registration (minimum grading 1GB and 1ME).
• Employment exclusively of certified and licensed artisans/technicians, with qualification certificates submitted alongside the quotation.
• Electrical contractors must provide current registration documentation with the Department of Labour.
• Proof of past performance: submission of at least one previous purchase order and corresponding completion certificate from a public or private facility.
• Ability to deploy qualified personnel for system testing, commissioning, and maintenance, with staff credentials subject to client approval.
• Registration with the Compensation Fund to cover employee injuries sustained on state premises.
