Objectives

The primary objective is to procure a high-capacity industrial washing machine for the Umgeni Hospital laundry facility. The equipment must reliably wash patient linen while maintaining strict infection control standards to prevent cross-contamination within the healthcare environment.

Scope of Work

• Supply, delivery, installation, and commissioning of one (1) industrial washing machine.
• Implementation of a five-year preventive maintenance plan, comprising bi-annual servicing (ten scheduled visits over the contract duration).
• Provision of a three-year warranty covering manufacturing defects, material faults, and workmanship issues.
• All associated costs, including VAT, freight, handling, on-site installation, and commissioning, must be fully inclusive in the submitted quotation.

Technical Requirements

Bidders must quote for a complete, integrated unit meeting the following specifications:

• Capacity & Configuration: Minimum 23 kg dry weight capacity (calculated using a loading factor of 1 kg per 10 litres of drum volume, requiring a drum volume of at least 230 litres). Front-loading design.
• Inner Drum: Constructed from high-grade stainless steel (diameter: 750–850 mm; depth: 500–600 mm). Perforations must be ≥5 mm to ensure efficient liquid/solid extraction. Lifters must be pressed from solid sheet metal.
• Exterior & Frame: Outer casing fitted with high-grade stainless steel panels. Structural frame built from heavy-gauge mild steel, hot-dip galvanized or finished with a moisture-resistant porcelain coating.
• Drive & Motor: Belt-driven system coupled to an inverter-controlled motor. Drive shaft mounted on two heavy-duty ball bearings sealed against moisture ingress.
• Controls & Chemical Dosing: Fitted with a simple microprocessor interface. Must support detergent input either manually via a soap hopper or electronically through an automatic dosing system.
• Utilities & Dimensions: Requires hot and cold water connections (two 20 mm inlet taps) and a 75 mm diameter drain outlet. Physical dimensions: 860 mm × 927 mm × 1351 mm. Power requirement: 380V, 3-phase, 50 Hz.
• Safety & Access: Large circular viewing glass door (minimum 400 mm diameter) equipped with a mechanical/electrical interlock that prevents machine operation when the door is open.
• Compliance: Equipment must be brand new, unused, and compliant with applicable SANS/SABS standards. Supplied goods must retain a minimum validity/shelf life of six months upon delivery.

Skills and Qualification Requirements

The tender does not mandate specific technical certifications or trade licenses for bidders. Suppliers are expected to possess standard commercial and logistical capabilities, including:

• Active registration and successful verification on the Central Suppliers Database (CSD).
• Valid tax compliance status as verified by the South African Revenue Service (SARS).
• Proven capability to manage end-to-end project execution: logistics, on-site installation, electrical/plumbing integration, commissioning, and long-term maintenance scheduling.
• Administrative competence to complete official government quotation forms accurately, without retyping or submitting uninitialed alterations.

Clarification of Unusual or Complicated Terms

• Bi-Annual Service Plan: In this procurement context, "bi-annual" denotes services performed twice per calendar year, not once every two years. Over the five-year term, this equals ten mandatory maintenance visits.
• Loading Factor Metric: The specification uses a standard laundry industry formula (1 kg dry load per 10 L drum volume) to define operational capacity. This ensures the 23 kg rating reflects safe, effective washing performance rather than maximum physical drum space.
• 80/20 Preference Point System: Evaluation awards 80 points for price competitiveness and 20 points for socio-economic transformation. Full preference points are granted exclusively to enterprises that are 100% owned by Black Africans, per the Preferential Procurement Policy Framework Act.
• SBD 4 (Disclosure of Interest): A mandatory South African public sector declaration requiring bidders to disclose any direct or indirect relationships with employees of the KwaZulu-Natal Department of Health. Omission or inaccurate disclosure constitutes a false declaration and results in immediate disqualification.
