Objectives

The primary objective of this tender is to appoint a qualified service provider to deliver comprehensive Managed ICT services for Mogalakwena Local Municipality over a period of 3 years. The services aim to support the municipality’s ICT infrastructure, enhance operational efficiency, ensure system security, and facilitate seamless communication and data management across various municipal departments and facilities.

Scope

The scope encompasses a wide range of ICT support and management services, including:

• Provision, installation, upgrade, and support of servers, network infrastructure, and security systems.
• Management of internet connectivity, cloud hosting, backups, and disaster recovery planning.
• Implementation and support of video conferencing, telephony, and unified communication systems.
• Support for desktop hardware, software, and collaboration tools.
• Management of server room facilities, network hardware, and security protocols.
• Provision of ICT infrastructure development, maintenance, and support services across multiple municipal locations.
• Support for email, corporate messaging, and mobile device management.
• Implementation of project management, service delivery, and performance monitoring activities.

Technical Requirements

The technical requirements specify the need for:

• Renewal and support of licenses for ICT software (e.g., Zimbra, Sophos, ManageEngine).
• Supply, installation, and configuration of servers, network switches, wireless access points, and cabling.
• Deployment of video conferencing systems with high-definition cameras, microphones, and display units.
• Provision of high-capacity internet lines, cloud hosting, and backup solutions.
• Support for unified communication platforms, PABX systems, and telephony integration.
• Management of ICT infrastructure including server rooms, network security, and disaster recovery.
• Provision of desktop hardware (laptops, monitors) with appropriate specifications.
• Implementation of security measures, including firewalls, intrusion detection, and access controls.
• Adherence to industry standards such as ITIL, ISO 9001, ISO 14001, and OHSA18001.

Skills Requirements

The successful service provider must demonstrate the capability to deliver the scope through a team possessing the following skills and qualifications:

• Infrastructure/Network Specialist: Expertise in designing, implementing, and managing LAN/WAN, virtualization, SAN, and security infrastructure.
• Microsoft Systems Specialist: Experience with Windows Server, Active Directory, SQL Server, SharePoint, and related Microsoft technologies.
• Zimbra and Email Systems Specialist: Proven ability in Zimbra deployment, migration, and support.
• Security Specialist: Extensive experience in network security, penetration testing, and security policy development.
• Wireless and Collaboration Experts: Skills in designing and troubleshooting enterprise wireless networks and collaboration platforms.
• Datacentre and Storage Specialists: Knowledge of datacentre design, virtualization, storage management, and disaster recovery.
• Telecommunications Professionals: Experience with telephony, VoIP, video conferencing, and related infrastructure.
• Project Management: Certified project managers (PMP, PRINCE2) with experience in large ICT projects.
• Support and Operations Staff: Skilled in incident management, service desk operations, and SLA management.

All team members should have relevant certifications, extensive experience (minimum 4-10 years depending on the role), and demonstrate the ability to support the municipality’s ICT environment effectively.
