Objectives

The project aims to establish and maintain an authentic indigent register to improve service delivery and revenue collection. It seeks to introduce electronic mobile registration and desktop verification of indigent applicants, enabling the municipality to accurately determine household eligibility for free basic services and monitor changes in income status over time.

Scope

The scope includes the implementation of a mobile and web-based indigent management system, encompassing:

• Development and deployment of mobile applications for smart indigent registrations and document scanning.
• Provision of a web-based platform for verification and management of indigent data.
• Integration with the municipality's billing system and communication links.
• Verification of applicant data, employment status, addresses, bank details, and third-party information.
• Re-assessment of existing indigent beneficiaries and generation of management reports.

Technical Requirements

• The system must support smart/mobile registration, document scanning, and digital signatures.
• Mobile app must be downloadable from Google Play and App Store, with proper branding and description.
• SMS notifications at registration and approval stages.
• Ability to download, print, and generate PDFs of submitted and verified forms, including timestamps.
• The system must operate in South African currency and support creation of user accounts.
• Verification of employment, address, business, bank details, and occupant status.
• Linkage of services to applicant stand numbers and notification of employment status changes.
• Export functionality in formats required by the municipality.
• Capability to perform third-party verifications quarterly.
• Re-assessment and management reporting features.
• Compliance with municipality’s indigent policy and data security standards.

Skills Requirements

• Proven experience in developing and implementing mobile and web-based management systems.
• Ability to integrate verification processes, SMS notifications, PDF generation, and data export functionalities.
• Knowledge of South African municipal systems, policies, and data security standards.
• Capacity to provide ongoing support, training, and system updates.
• Qualified personnel with experience in project management, software development, and system verification.
