Objectives

The project aims to establish and maintain an authentic indigent register within Maphumulo Municipality to address high unemployment and limited economic development. The objectives include implementing electronic mobile registration and desktop verification of indigent applicants, setting up communication links with the billing system, and enabling the municipality to determine household eligibility for free basic services. The system will also facilitate monitoring changes in household income status to improve revenue collection.

Scope

The scope of work involves the implementation of a mobile and web-based indigent management system. The service provider must:

• Use an indigent management system to handle registrations and verifications on behalf of the municipality.
• Provide viewing and operational rights to the municipality within the system.
• Develop functionalities such as smart/mobile registrations, document scanning, applicant declarations, digital signatures, SMS notifications, and report generation.
• Verify employment, address, business connections, bank details, occupant status, and conduct third-party quarterly verifications.
• Perform re-assessments of existing beneficiaries and manage data linked to applicant stands.

The project targets all qualifying households within the municipality, aligned with the municipality's indigent policy.

Technical Requirements

• The system must be mobile and web-based, supporting digital signatures, document uploads, and printing in PDF format.
• Mobile app must be downloadable from Google Play and App Store, with proper branding and descriptions.
• Send SMS notifications during registration and approval stages.
• Support creation of user accounts, address verification, employment status checks, and bank information capture.
• Enable export of data files in formats required by the municipality.
• Perform comprehensive verification of applicant information, including third-party checks at least quarterly.
• Generate management reports on applications, verifications, and the indigent register.
• Capture services linked to stand numbers and monitor changes in employment status.
• Verify qualifications, IDs, driver’s licenses, and criminal records for applicants and municipal staff.

Skills Requirements

• Proven experience in developing and implementing mobile and web-based management systems.
• Ability to develop secure digital signature functionalities and document scanning solutions.
• Expertise in integrating SMS notification systems and report generation tools.
• Knowledge of municipal policies, verification processes, and data security standards.
• Experience in managing third-party verification processes and re-assessment procedures.
• Capability to provide ongoing support, system updates, and user training as needed.
