Objectives

The primary objective of this tender is to establish a 3-year framework contract with five roads maintenance contractors to perform comprehensive road maintenance activities within the Ntabankulu Local Municipality. The contract aims to support the municipality’s roads and stormwater infrastructure management, including rehabilitation, maintenance, and construction of stormwater facilities, signage, and related activities, aligned with the Council-approved Roads & Stormwater Maintenance Plan.

Scope

The scope of work includes, but is not limited to:

• Special grading and blading (wet and dry)
• Reconstruction and maintenance of stormwater control facilities, including new installations
• Cleaning and reshaping of side drains and mitre drains
• Cleaning stormwater drainage structures
• Lining open drains with grouted stone pitching
• Erosion protection measures
• Installation and maintenance of road signs
• Installation of new stormwater pipe crossings
• Maintenance of bridges

The contract also encompasses activities related to stormwater management, road sign installation, and ensuring site security and safety during construction activities.

Technical Requirements

• Compliance with the Scope of Work as specified in the tender documents and Task Orders
• Provision of a detailed Health and Safety Plan in accordance with Occupational Health and Safety Act and Regulations
• Implementation and monitoring of safety measures, including PPE and site security
• Submission of monthly reports on work progress and safety compliance
• Adherence to quality standards for workmanship and materials, with no additional payment for testing
• Site security measures to prevent theft and vandalism
• Compliance with all relevant legislation, standards, and specifications as detailed in the contract documents

Skills and Skills Requirements

• Qualified personnel including a Contracts Manager with relevant experience and qualifications
• Site Supervisor with experience in road maintenance projects
• Health and Safety Officer with SAMTRAC certification
• Ownership or commitment to ownership of plant and equipment such as graders, excavators, rollers, and other relevant machinery
• Preparation of a methodology demonstrating strategies for local MSME participation and local labor maximization (10 points)
• Experience in similar projects, supported by references, appointment letters, and certificates
• Ability to provide and manage construction plant, including immediate availability and arrangements for hired or acquired equipment
• Knowledge of and compliance with Occupational Health and Safety regulations and procedures
• Capacity to submit comprehensive reports and maintain site safety and security
