Objectives

The primary objective of this tender is to upgrade the Mossel Bay Intake 66kV Substation. This includes procurement, supply, delivery, construction, installation, testing, and commissioning of new infrastructure and refurbishment of existing facilities to enhance the substation's capacity and reliability. Specific aims include constructing a new 66kV control room and 11kV switching room, refurbishing the existing 66kV yard, installing a new 11kV switchboard, and rerouting/extending existing 11kV cables. Additionally, the project involves a self-build modification at an adjacent Eskom substation, requiring Eskom authorization.

Scope

The scope of work encompasses:

• Procurement, supply, delivery, offloading, construction, installation, testing, and commissioning of substation components.
• Construction of a new 66kV control room and 11kV switching room.
• Refurbishment of the existing 66kV yard.
• Installation of a new 11kV switchboard.
• Rerouting and extension of existing 11kV cables into the new facilities.
• Self-build modification at the adjacent Eskom substation, with Eskom authorization.

The project is multi-year, concluding by 30 June 2028, and includes subcontracting 7.5% of the contract to a local EME/QSE Level 1 B-BBEE registered contractor with specific CIDB grading requirements.

Technical Requirements

The technical requirements include:

• Construction and refurbishment of high-voltage and low-voltage switchgear and control rooms.
• Installation and commissioning of new switchboards and rerouting of cables.
• Compliance with Eskom authorization for modifications at the Eskom substation.
• Adherence to safety, quality, and technical standards specified by the Municipality and Eskom.
• Participation in a compulsory site and information meeting to understand detailed scope and specifications.

Skills Requirements

The tenderer must demonstrate:

• CIDB grading of 7EP or higher, indicating capacity for large-scale electrical infrastructure projects.
• Experience in constructing and refurbishing substations, including high-voltage and control room works.
• Ability to subcontract 7.5% of the contract to a registered local EME/QSE Level 1 B-BBEE contractor with relevant CIDB grading (1EP, 2EP, 1CE, 2CE, 1GB, 2GB).
• Authorization from Eskom to perform modifications at the Eskom substation.
• Familiarity with project management, testing, and commissioning of electrical substations.
• Capacity to meet safety, quality, and technical standards throughout the project duration.
