Objectives

The primary objective of this tender is to procure and supply protective clothing and uniforms for the Fire Fighters of uMgungundlovu District Municipality. The contract aims to ensure that fire personnel are equipped with compliant, high-quality protective gear over a period of three years, supporting safety, standardization, and operational effectiveness.

Scope

The scope includes the supply and delivery of:

• Firefighter protective clothing (jackets, pants, gloves, helmets, boots, etc.)
• Uniforms for fire service personnel (shirts, trousers, belts, ties, etc.)
• Additional PPE items such as goggles, respirators, flash hoods, and socks
• Various sizes and special sizes to fit individual personnel where standard sizes do not fit
• Items must meet specified standards and codes, including SANS, NFPA, EN standards, and relevant legislation

The contract duration is three years, with provisions for renewal based on performance and escalation clauses.

Technical Requirements

The technical specifications include:

• Compliance with standards such as SANS 10090:2003, NFPA, EN 469, and relevant fire safety standards
• Protective clothing must be NFPA or EN approved, flame retardant, heat and flame resistant, and made of suitable fibers (e.g., lightweight, heat-resistant fibers)
• Uniforms must be made of durable, high-quality fabric (e.g., polycotton, leather for gloves, etc.)
• Protective gear (helmets, boots, gloves) must meet safety standards including steel toe caps, chemical resistance, and proper fitting
• All items must pass quality assurance laboratory tests and be accompanied by relevant certificates
• Items must be delivered within 30 days of contract award or agreed delivery dates
• Items should be suitable for hot and cold climates, with appropriate moisture and thermal barriers where applicable

Skills and Capabilities Requirements

Suppliers must demonstrate:

• Experience in manufacturing and supplying firefighting protective clothing and uniforms, with references for similar projects valued at a minimum of R1,000,000 per project within the past five years
• Capability to produce items that meet the specified standards and quality assurance requirements
• Proven ability to deliver within stipulated timeframes and handle bulk orders
• Registration on the Central Supplier Database (CSD)
• Financial stability, evidenced by bank ratings (minimum of C) and financial statements
• Compliance with all legal, safety, and procurement regulations, including tax compliance and good standing with municipal accounts
• Ability to provide laboratory test reports and certificates for protective clothing and PPE items
• Capacity to supply a range of sizes, including special sizes, and to accommodate custom requirements if needed

Overall, the successful bidder must demonstrate technical competence, proven experience, financial stability, and compliance with regulatory standards to ensure the delivery of quality protective clothing for fire fighters.
