Objectives

The primary objective of this tender is to establish a panel of professional engineering and specialist consulting service providers for the uMgungundlovu District Municipality. The aim is to create a roster of qualified consultants across various engineering disciplines to undertake investigations, feasibility studies, design, supervision, and project implementation for infrastructure projects within the district over a period of three years. The process also seeks to promote transformation, empowerment, and capacity building within the engineering sector by encouraging participation of firms aligned with specific professional bodies and socio-economic goals.

Scope

The scope of work includes:

• Formation of a panel of qualified service providers in specified engineering and support service categories.
• Provision of services such as investigations, feasibility studies, preliminary and detailed design, bid documentation, construction supervision, and monitoring.
• Compliance with legislative provisions and standards applicable to engineering and related disciplines.
• Engagement on an "as and when required" basis for various infrastructure projects within the municipality's jurisdiction.
• Inclusion of specialists in water engineering, wastewater reticulation and treatment, transportation engineering, structural engineering, geotechnical engineering, quantity surveying, architectural services, and environmental support services.
• Adherence to the contractual period of three years, with provisions for renewal and capacity building activities such as skills transfer and secondment of personnel.

Technical Requirements

The technical requirements include:

• Membership and registration with relevant professional bodies such as ECSA, CESA, SACQSP, SACAP, IAIA SA, WISA, GBCSA, and SACNASP.
• Demonstrated experience through reference letters and project history, with minimum project values specified for each discipline (e.g., R1,500,000 for water and wastewater projects, R150,000 for geotechnical and quantity surveying).
• Provision of a Specialisation Schedule indicating the areas of expertise and supporting reference letters for each category.
• Submission of proof of good standing with municipal accounts, tax compliance, and registration on the Central Supplier Database.
• Compliance with legislative and contractual standards, including insurances (professional indemnity, public liability), and adherence to the scope of works and legislative provisions.
• Participation in the functionality evaluation based on track record, experience, and personnel expertise, with minimum scores required for pre-qualification.

Skills Requirements

The skills and qualifications required include:

• Professional registration and membership with recognized engineering and related professional bodies.
• Experienced project managers, engineers, quantity surveyors, architects, geotechnical specialists, and environmental practitioners with proven track records.
• Personnel with a minimum of 3 to 10 years of relevant industry experience, depending on the category, supported by CVs and professional registration certificates.
• Ability to provide reference letters demonstrating successful completion of similar projects with minimum contract values.
• Capacity to undertake multidisciplinary tasks, including design, supervision, environmental assessments, and capacity building activities.
• Knowledge of legislative and contractual standards, project management, and quality assurance processes.
