The primary objective of the tender is to facilitate a risk management program aimed at building capacity, creating awareness, and instilling a risk management culture within the merSETA. Scope

The scope of work includes:

  • Facilitating a one-day risk management program scheduled for 25 June 2026.
  • Covering key areas such as risk identification, analysis, evaluation, treatment, monitoring, review, and reporting.

  • Promoting a risk management culture and ownership among staff.
  • Engaging risks within the organization’s risk appetite.
  • Supporting management in making informed decisions to improve organizational performance.
  • Protecting and enhancing the organization’s reputation.
  • Providing training on combined assurance and clarifying the roles of the Accounting Authority and its Committees in risk management.
  • Identifying strategic risks relevant to the Accounting Authority and Committees.
  • Discussing key principles of risk oversight based on King V.
  • Delivering a final report with an action plan, recommendations, and timeframes within five working days post-workshop.

Technical Requirements

The service provider must demonstrate:

  • A minimum of five (5) years of proven experience in facilitating risk management awareness programs within the public sector environment, aligned with the scope outlined.
  • Capability to facilitate risk workshops in accordance with National Treasury frameworks.
  • Ability to deliver professional, efficient, and effective facilitation services.
  • Provision of at least three (3) verifiable, contactable reference letters from similar engagements conducted within the past five (5) years, on company letterhead, with dates and details of the engagements.

Skills Requirements

  • Extensive experience in risk management facilitation, particularly within the public sector.
  • Knowledge of National Treasury frameworks and King V principles on risk oversight.
  • Strong facilitation and training skills to engage diverse stakeholders effectively.
  • Ability to produce comprehensive reports with actionable recommendations.
  • Professionalism and efficiency in service delivery.
