Objectives and Scope

The objective is to appoint a service provider to deliver specialized network training. The scope includes a five-day training programme and examination for four officials, culminating in the Cisco Certified Support Technician (Networking) certification.

Technical Requirements

• Delivery Location: Training must be conducted at the Technical Service Provider's (TSP) own facility.
• Accreditation: Bidders must hold valid Cisco accreditation and institutional accreditation as a training service provider. Affiliations with other professional bodies are secondary considerations.
• Proposal Structure: Submissions must include an introduction and background, company profile, Central Supplier Database (CSD) document, daily programme outlines, methodology description, assessment procedures, detailed costing (unit, group, travel, accommodation), defined deliverables, aftercare provisions, value-add benefits, implementation timeline, and facilitator qualifications.
• Assessment and Certification: Participants must undergo assessment and receive a Certificate of Competence.
• Structural Constraints: Joint ventures are prohibited. Bids from persons in the service of the state or entities with directors/members who are persons in the service of the state are disqualified.
• Submission Format: All bid forms must be completed manually; typed submissions are invalid.

Skills Requirements

• Facilitator Expertise: Facilitators must be qualified in Information and Communication Technology (ICT) with specific competency in Cisco Certified Support Technician (Networking).
• Certification: A valid facilitation certificate is mandatory.
• Personnel Consistency: Submitted CVs must correspond to the actual facilitators delivering the training. If replacements are necessary, equivalent qualifications must be submitted to the department prior to commencement.

Unusual or Complicated Terms

Hand-Filled Documentation: The tender explicitly requires that all bid response documents be filled in by hand. Typed or printed forms are not accepted. This ensures manual verification but imposes a strict formatting constraint on bidders.

Preference Scoring: An 80/20 preference point system applies. Eighty points are allocated for price, and twenty points for specific goals prioritizing enterprises owned by people with disabilities, women, youth, Small, Medium and Micro Enterprises (SMMEs), and businesses located in the Limpopo Province.
