Objectives

The primary objective of this tender is to appoint a reputable and capable professional service provider to manage and implement the Rural Roads Asset Management System (RRAMS) for Xhariep District Municipality over a period of three (3) years. The service provider will be responsible for developing, maintaining, and utilizing a comprehensive management system to collect, analyze, and report on road and traffic data, ensuring alignment with national standards and frameworks such as RISFSA and TMH 22.

Scope

The scope of work includes:

• Management and implementation of RRAMS across the district’s municipal road network of approximately 760.46 km (paved and unpaved).
• Data collection and updating of road asset data, traffic data, and bridge conditions in line with prescribed methodologies and standards.
• Training of municipal graduates and staff in relevant technical areas to ensure capacity building and knowledge transfer.
• Utilization and maintenance of the GeoRAMS system or an approved equivalent platform.
• Preparation of reports, investment plans, maintenance strategies, and prioritization lists based on collected data.
• Project management, reporting, and compliance with national and provincial requirements, including regular progress and verification reports.
• Adherence to additional requirements prescribed by the Department of Transport and other authorities, covering all municipal roads, urban and rural, surfaced and un-surfaced.

Technical Requirements

The technical requirements include:

• Implementation of a Road Asset Management System conforming to Level II RAMS standards as outlined in TMH 22, TMH 9, TMH 18, TMH 19, and TRH 26.
• Data acquisition: visual condition assessments, traffic counts at 60 stations, bridge inspections, and road inventory updates.
• Use of prescribed data management platforms (GeoRAMS or equivalent) with valid licenses.
• Training of graduates in GIS, network decision-support systems, and RAMS management tools.
• Preparation of comprehensive reports including performance standards, investment plans, intervention budgets, and prioritization lists.
• Verification and validation of data, including independent assessments and quality checks.
• Compliance with reporting deadlines and standards set by the Department of Transport and other authorities.

Skills Requirements

The tender specifies that the service provider must demonstrate:

• Relevant experience in RAMS/RRAMS projects spanning at least three (6) years, with a focus on road asset management systems.
• Proficiency in GIS platforms such as ArcGIS, QGIS, and GeoRAMS.
• Experience in traffic data analysis, including AADT, ADT, and peak-hour volumes.
• Qualified personnel including registered Professional Engineers (Pr.Eng), Technologists, and specialists in bridge inspection, pavement assessment, and road safety.
• Capability to conduct visual condition assessments for paved and unpaved roads, bridge inspections, and traffic data capturing.
• Ability to develop and implement work plans, methodology, and technical approaches aligned with national standards.
• Capacity to train and mentor municipal graduates and staff in technical and management aspects of RRAMS.
• Experience in project management, reporting, and compliance with government and departmental requirements.
