Objectives

The primary objective of this tender is to appoint a qualified Professional Service Provider (PSP) to undertake planning, design development, procurement documentation, and construction supervision (Stages 3-7) for the Vereeniging Fresh Produce Market projects, including the Generator, Fence, and Solid Waste facilities. The PSP is expected to oversee the entire implementation process from initiation to completion, ensuring compliance with relevant regulations and standards.

Scope

The scope involves comprehensive multidisciplinary services for the Vereeniging Fresh Produce Market (VFPM), covering:

• Planning, design development, and detailed investigations.
• Preparation of procurement and construction documentation.
• Construction supervision from site handover to final completion (Stages 3-7).
• Specific projects include:
• Generator Project
• Fence Project
• Solid Waste Facility

The PSP team must include registered professionals across disciplines such as Mechanical, Geotechnical, Land Surveying, Civil/Structural Engineering, Electrical, Mechanical, Health & Safety, Social Facilitation, and Clerk of Works, among others.

Technical Requirements

• Adherence to gazetted regulations, standards (e.g., SANS 10400), and Acts relevant to public infrastructure projects.
• Preparation of detailed designs, specifications, and full construction drawings.
• Compliance with health and safety regulations, including the Occupational Health & Safety Act and Construction Regulations 2014.
• Preparation of site-specific Baseline Risk Assessments within 14 days of appointment.
• Provision of comprehensive construction supervision, quality control, testing, and documentation.
• Engagement with stakeholders, community, and authorities through social facilitation processes.
• Implementation of skills development and mentorship aligned with CIDB standards.
• Provision of progress reports, site inspections, and final close-out documentation.

Skills Requirements

The successful bidder must demonstrate:

• Professional registration and minimum experience (typically 5-10 years) in relevant disciplines such as Civil, Structural, Mechanical, Electrical, Geotechnical, Land Surveying, and Health & Safety.
• Capability to provide qualified and experienced personnel for all project stages and disciplines.
• Proven track record in similar infrastructure projects, with traceable references.
• Ability to manage multidisciplinary teams and stakeholder engagement effectively.
• Experience in compliance with legal, safety, and environmental standards.
• Capacity to implement skills development and mentorship programs as per CIDB standards.
• Competence in project management, reporting, and documentation throughout all stages.
