Objectives

The primary objective of this tender is to appoint a qualified service provider to develop, implement, and support a BBBEE (Broad-Based Black Economic Empowerment) Tracking Tool for a period of 12 months. The tool aims to facilitate effective management, analysis, and reporting of B-BBEE procurement, skills development, enterprise and supplier development, and socio-economic development initiatives, ensuring compliance and enhancing Sentech’s B-BBEE performance.

Scope

The scope of work includes:

• Management of preferential procurement processes on a monthly, quarterly, and annual basis.
• Provision of a dedicated resource as the main contact for all BEE procurement-related needs.
• Conducting comprehensive gap analysis on current procurement B-BBEE scores, highlighting compliance areas and advising on actions to improve scores.
• Providing easy access to a supplier directory to support procurement compliance and supplier selection.
• Monitoring expiry of B-BBEE certificates and tracking performance against targets.
• Analyzing spend data using customizable reports by commodity classification, expense types, and cost centers.
• Generating records and reports related to skills development, including beneficiary details, training costs, proof of attendance, completion status, and employment absorption.
• Tracking employment equity plans, providing insights, and monitoring progress via an interactive dashboard.
• Supporting enterprise and supplier development contributions, including tracking payments, shortfalls, and preparing verification submissions.
• Monitoring socio-economic development initiatives, payments, contributions, and preparing documentation for verification.

The system must meet the following technical specifications:

• Employment Equity Module: Upload and monitor employment equity plans, with insights and gap analysis dashboards.
• Enterprise & Supplier Development: Track contributions, payments, and prepare verification documentation.
• Socio-Economic Development: Record and monitor payments, contributions, and prepare submission files.
• Security & Confidentiality: Ensure confidentiality of sensitive information, with restrictions on disclosure and use.
• Compatibility & Accessibility: System should be accessible, user-friendly, and capable of integrating with existing systems if necessary.
• Compliance & Certification: Support for validation of B-BBEE certificates and proof of compliance as required.
