Objectives

The primary objective of this tender is to appoint a qualified service provider to maintain and support the Application System (SPS) used by Joburg Market for a period of 36 months. The provider will ensure system stability, support upgrades, develop new modules, and assist with technology migrations to ensure continuous, efficient, and secure operations of the critical trading and stock control systems.

Scope

The scope of work includes:

• Providing ongoing maintenance and support for the custom-developed Oracle-based Sales Processing and Stock Control system.
• Supporting system upgrades, migrations, and module development on Oracle Forms, BI Publisher, OBIEE, Application Express, Java, and related technologies.
• Offering on-site support (150 hours/month) for application development, bug fixes, enhancements, and migrations.
• Providing advisory services on new technologies, including Oracle Cloud services, if required.
• Ensuring 24/7 standby support for rollouts and critical system changes.
• Transferring knowledge and providing product training to Joburg Market staff.
• Supporting integration with third-party systems and external data/file processing.
• Participating in change control, testing, and system specification meetings.
• Providing out-of-scope support on a time-and-materials basis, including advisory and cloud services.

Technical Requirements

The technical requirements for the tender include:

• Proven experience with Oracle Forms 12c and above, BI Publisher, OBIEE 12c, Oracle Application Express 21.2+, and Java development.
• Demonstrated proficiency in Oracle SQL, PL/SQL, UNIX scripting, and support for custom DLLs used in smart card and POS interfaces.
• Ability to develop, test, and support code following strict change control procedures, including development, QA, and deployment phases.
• Knowledge of the Joburg Market’s operational environment, including compliance with relevant laws, regulations, and policies (e.g., Act 12 of 1992, Market By-laws).
• Ownership of intellectual property rights on developed source code, with no source code to be removed or taken off-site.
• Availability of qualified senior developers with at least 5-6 years of relevant experience in Oracle development, system architecture, Java scripting, and support for POS and smart card interfaces.
• Participation in regular change control, system specification meetings, and documentation of development activities.
• Adherence to Joburg Market’s policies, including confidentiality, data security, and support for custom and third-party integrations.
• Provision of detailed cost estimates for out-of-scope activities, including ad hoc development and Oracle Cloud services.
