Objectives

The primary objective of this tender is to appoint a service provider to supply, implement, and support a Learning Management System (LMS) that enhances Sentech's Learning and Development (L&D) capabilities. The LMS aims to ensure legislative compliance (including MICT SETA), facilitate BBBEE skills development, improve reporting accuracy, and support integration with external learning platforms such as Udemy.

Scope

The scope of work includes:

• Procurement and deployment of a centralized LMS platform supporting all training, internship, and bursary initiatives.
• Integration with external platforms (e.g., Udemy) and BBBEE toolkit.
• Features for document management, training applications, approvals, and tracking.
• Generation of reports for compliance, BBBEE audits, and internal requirements.
• Support for live classroom and seminar options.
• Provision of ongoing technical support, user training, and change management.

Technical Requirements

The proposed LMS must include, but is not limited to, the following capabilities:

• Centralized management of learning initiatives and documentation.
• Skills development tracking for BBBEE compliance.
• Seamless integration with external learning providers like Udemy.
• Automated reporting aligned with SETA, WSP, and HR needs.
• Mobile-friendly user interface.
• Online learning pathways and optional live classroom/seminar features.
• Compliance with legislative requirements and BBBEE reporting tools.
• Dashboards and analytics for training spend, participation, and completion rates.
• Role-based access controls for different user levels (employee, manager, HR, admin).

Skills Requirements

The service provider must demonstrate:

• Extensive experience in LMS implementation, particularly in learning & development and SETA reporting.
• Capability to demonstrate previous successful LMS deployments with relevant references.
• Ability to meet all functional requirements specified, including BBBEE toolkit integration, IDP tracking, and mobile interface.
• Provision of a comprehensive implementation methodology with clear timelines and milestones.
• Capacity to provide user training, change management, ongoing technical support, and maintenance services.
• Compliance with B-BBEE requirements, with preference points awarded based on ownership and disability status where applicable.
