Objectives

The primary objective of this tender is to establish a panel of 10 professional service providers to undertake infrastructure investigations, assessments, technical and business reports, funding applications, designs, and implementation of solutions for deteriorated, aging, and new water and wastewater infrastructure within uThukela District Municipality. The intervention aims to improve bulk water pipelines, water treatment works, wastewater treatment facilities, reservoirs, and related civil, electrical, and mechanical components, thereby addressing infrastructure failures, water shortages, and service delivery issues in the district.

Scope

The scope of work includes:

• Conducting site investigations and root cause analysis of infrastructure failures.
• Developing sound engineering solutions, detailed scopes of work, specifications, and construction drawings.
• Preparing feasibility studies, business plans, and funding applications (e.g., WSIG, RBIG, BFI).
• Performing planning activities aligned with infrastructure master plans and statutory requirements.
• Managing contractors and specialized contractors during construction, including pipelines, reservoirs, pump stations, civil, electrical, and mechanical works.
• Monitoring commissioning, conducting contract administration, and preparing closeout documentation.
• Developing detailed Bills of Quantities and procurement of contractors in line with procurement policies.
• Addressing water shortages caused by dilapidated, vandalized, aging infrastructure, increasing demand, and constrained raw water sources.

Technical Requirements

The technical requirements include:

• Qualification and registration of key personnel (e.g., Professional Engineers, Technologists, Construction Managers) with relevant councils (ECSA, SACPCMP).
• Experience in bulk water pipelines (minimum 300mm diameter, ≥5km), reservoirs (≥5Ml/d), and water/wastewater treatment works (≥5Ml/d).
• Development of technical engineering solutions, detailed design, and construction documentation.
• Implementation of infrastructure upgrades and refurbishments in accordance with national and international standards.
• Adherence to quality management, health and safety, and environmental standards.
• Provision of professional indemnity (minimum R5 million) and public liability insurance (minimum R10 million).
• Use of project management tools and software for planning, programming, and reporting.
• Compliance with uMngeni-uThukela Water’s procurement, environmental, and social policies.

Skills Requirements

The tender requires bidders to demonstrate:

• Proven experience in infrastructure projects similar in scope and complexity.
• Strong technical expertise in water and wastewater infrastructure design, construction, and management.
• Qualified and registered key personnel with relevant professional bodies (ECSA, SACPCMP).
• Capability to develop innovative, sustainable, and cost-effective engineering solutions.
• Ability to manage multidisciplinary teams and coordinate with multiple stakeholders.
• Experience in project funding sourcing and grant applications.
• Effective communication, reporting, and contract administration skills.
• Adherence to health, safety, and environmental regulations and standards.
