Objectives, Scope, and Technical Requirements of the Tender

Objectives

The primary objective of this tender is to appoint a panel of qualified professional engineering consultants to provide a range of engineering-related services to Polokwane Municipality over a period of three (3) years. The aim is to ensure the municipality has access to specialized expertise in various engineering disciplines to support infrastructure development, maintenance, and project implementation.

Scope

The scope encompasses the appointment of multiple consultants across various engineering streams, including but not limited to:

• Civil Engineering (Water and Sanitation, Urban Engineering, Roads and Storm Water, Catchment and Storm Water Management, Traffic Engineering, Geo-hydrology, Structural Engineering, Transportation Services)
• Mechanical Engineering
• Chemical Engineering
• Electrical Engineering (Substations, Electrification, Energy Efficiency, Metering, Alternative Energy, Master Planning)
• Architectural Services
• Town Planning
• Quantity Surveying
• Environmental Management
• Construction Health & Safety Practitioners
• Land Surveying
• Geotechnical Engineering
• Project and Construction Management
• Other specialized engineering services as required

The selected consultants will be engaged on a rotational basis, as and when the municipality requires their services, to support various projects and operational needs.

Technical Requirements

The technical requirements for the tender include:

• Provision of qualified and registered professional engineers and technical personnel in relevant disciplines.
• Submission of detailed curricula vitae (CVs) of key personnel, limited to four pages each, demonstrating relevant experience and qualifications.
• Demonstration of experience in municipal infrastructure projects, with specific emphasis on projects within or similar to the Polokwane environment.
• Provision of proof of compliance with professional registration bodies (e.g., ECSA, SACPCMP, etc.).
• Availability of the firm’s offices within Polokwane or Limpopo Province within thirty (30) days of being allocated work, with verification of office facilities and professional staff presence.
• Submission of a comprehensive organizational structure indicating the professional team involved.
• Capability to undertake project management, design, supervision, and technical advisory services.
• Adherence to the municipality’s procurement policies, including compliance with tax and municipal rates and taxes requirements.
• Provision of a detailed work plan, methodology, and timelines for the delivery of services.
• Compliance with all relevant legislation, standards, and best practices in engineering and project management.

Additional Technical and Administrative Conditions

• Submission of abridged CVs of key personnel, certified copies of professional registration, and proof of experience.
• Proof of financial capacity to undertake projects, including recent bank or funding letters.
• Completion of all bid documentation as per the prescribed forms and adherence to the evaluation criteria.
• Compliance with the municipality’s supply chain management policies and anti-collusion measures.
• Attending site inspections or briefing sessions where applicable, as a mandatory requirement for some disciplines.
