Objectives

The primary objective of this tender is to appoint a qualified service provider to deliver cleaning and hygienic services at Enkuselweni Child and Youth Care Centre in Nelson Mandela Metro for a period of three (3) years. The service aims to ensure a high standard of cleanliness, hygiene, and safety in the facility, complying with relevant occupational health and safety regulations, and supporting a safe environment for staff, children, and visitors.

Scope

The scope of work includes:

• Provision of comprehensive cleaning and garden services across the entire facility, including offices, dormitories, conference rooms, kitchens, toilets, storerooms, and outdoor areas.
• Supply of all necessary cleaning and garden equipment, materials, and transport for staff.
• Cleaning services to be performed 7 days a week from 07h00 to 20h00.
• Maintenance of the grounds, including lawns, flower beds, sports fields, and swimming pool.
• Implementation of waste management, pest control, and sanitary services as specified.
• Regular reporting and record-keeping, including monthly site reports signed off by the Centre Manager.

Technical Requirements

The technical requirements include:

• Minimum of one year proven experience in cleaning and gardening services, supported by relevant contracts and client letters.
• Qualified management personnel with at least a matric certificate and a minimum of one year management experience, with CV and qualifications submitted within 7 days of contract award.
• All cleaning staff must display identification cards with the company logo, employee photo, and name, and must undergo security vetting.
• Adherence to Occupational Health and Safety Act & Regulations, including submission of a health & safety plan within one month of contract signing.
• Provision of uniforms, protective gear, and confidentiality agreements by employees.
• Implementation of pest control, waste management, and environmental policies, including recycling where possible.

Skills Requirements

The skills and qualifications required from the service provider include:

• Experience in cleaning and gardening services, with at least one year of relevant operational experience.
• Management skills with a manager possessing good communication skills, a matric certificate, and management experience.
• Skilled cleaning personnel capable of communicating in English and the dominant local language, with the ability to read and write.
• Employees must have valid security vetting, health screening (including TB testing), and criminal clearance.
• Knowledge of Occupational Health and Safety standards, waste management, pest control, and environmental policies.
• Ability to provide detailed reports, maintain records, and adhere to safety and confidentiality protocols.
