Objectives

The primary objective of this tender is to appoint a service provider to deliver cleaning and hygienic services at Maluti Child and Youth Care Centre in the Alfred Nzo District for a period of three years. The services aim to ensure a high standard of cleanliness, hygiene, and safety within the facility, including offices, dormitories, toilets, kitchens, and surrounding grounds, in compliance with occupational health and safety regulations.

Scope

The scope of work includes:

• Provision of comprehensive cleaning services across the entire facility, including offices, dormitories, toilets, kitchens, and external areas.
• Garden and grounds maintenance, including lawn mowing, pruning, weed control, and general landscaping.
• Supply and maintenance of cleaning and garden equipment, materials, and transport for staff.
• Regular waste collection, disposal, and management of medical and hazardous waste.
• Implementation of pest control measures, including fumigation and rodent bait stations.
• Provision of sanitary and hygienic supplies such as toilet paper, hand wash, and sanitary bins.
• Monitoring and reporting on service delivery through monthly reports and site inspections.

Technical Requirements

The technical requirements include:

• Provision of experienced management and supervisory staff with relevant qualifications and a minimum of one year management experience in cleaning services.
• Use of SABS-approved cleaning products and equipment that meet safety standards.
• Adherence to Occupational Health & Safety Act (OHSA) 85 of 1993, including submission of health & safety plans within one month of contract signing.
• Implementation of waste management and recycling policies where possible.
• Security vetting and identification for all cleaning staff, including display of ID cards with relevant details.
• Provision of uniforms and protective gear for staff.
• Regular pest control, fumigation, and maintenance of rodent bait stations.
• Proper handling and disposal of medical waste in accordance with health regulations.
• Maintenance of records, reports, and documentation as per contractual and regulatory requirements.

Skills Requirements

The successful bidder must demonstrate:

• Minimum of one year proven experience in cleaning and garden services, with relevant contracts and client references.
• Qualified management personnel with good communication skills and a minimum of a matric certificate (Grade 12).
• Skilled cleaning staff capable of operating cleaning equipment, handling hazardous materials, and maintaining hygiene standards.
• Knowledge of health and safety regulations, waste management, and pest control procedures.
• Ability to provide security vetting, identification, and confidentiality of staff and operations.
• Capacity to develop and implement health & safety, environmental, and waste management plans.
• Financial stability to sustain operations over the contract period, including timely payment of staff and procurement of supplies.
