Objectives

The primary objective of this tender is to appoint a qualified service provider responsible for the supply, delivery, and commissioning of a high-security Clear View fencing system at Jankempdorp Community Health Centre (CHC). The project aims to enhance security infrastructure by installing a compliant high-security fencing system, including gates and associated components, in accordance with specified standards and technical requirements.

Scope

The scope encompasses the following key activities:

• Removal of existing fencing and demolition of brick walls as specified.
• Preparation and cleaning of the site, including clearing vegetation, rubble, and irregularities.
• Excavation of foundation holes and trenches for fence posts and gate tracks.
• Provision and installation of mass concrete foundations for fence posts and gates.
• Supply, erection, and commissioning of high-security fencing panels, posts, gates (including sliding and pedestrian gates), and associated accessories such as spikes, rails, and locks.
• Transport of materials and removal of rubble post-installation.
• Compliance with occupational health and safety regulations throughout the project.

Technical Requirements

The technical specifications include:

• Use of SABS-approved materials for all fencing components.
• High-security fencing panels measuring 3.305m in width and 3m in height, reinforced with horizontal recessed bands, flanges, and galvanized coating with a black polymeric finish.
• Posts: 3.8m long taper locking posts with specific dimensions, galvanized and coated, including locking recess mechanisms.
• Installation of modular extension rails, steel spikes, and galvanised gates with motorized remote control or manual operation, including sliding and boom gates.
• Concrete mass foundations with specified dimensions and strengths (15MPA and 30MPA at 28 days).
• Excavation of holes in earth, with additional over-excavation in soft and hard rock conditions.
• Compliance with SABS standards for high-security fencing and components.
• Installation of gates with appropriate hinges, latches, stops, and secure locking mechanisms.
• Site preparation to ensure the fence follows ground contours, including clearing, rubble removal, and tree felling.

Skills Requirements

The project mandates that all fencing and gate installation work be carried out by skilled and experienced personnel proficient in high-security fencing systems. Specifically:

• Workers must be knowledgeable in the installation of SABS-compliant high-security fencing and gates.
• Personnel must be capable of handling mass concrete foundations, post setting, and alignment to ensure plum and level installation.
• Technicians must be skilled in the installation and commissioning of motorized sliding gates and remote control systems.
• All work must be performed by qualified artisans familiar with occupational health and safety regulations, including site establishment, hazard management, and safe handling of materials.
• Experience in working on security fencing projects with reinforced panels, spikes, and galvanised finishes is essential.
