Objectives

The primary objective of this tender is to appoint service providers for the provision of cleaning and hygienic services at the Ernest Malgas State Drug Treatment Centre in Nelson Mandela Metro for a period of three years. The services aim to ensure a high standard of cleanliness, hygiene, and safety within the facility, including offices, dormitories, toilets, kitchens, and other associated areas, in compliance with occupational health and safety regulations.

Scope

The scope of work includes:

• Provision of cleaning and garden services across the entire facility, covering all designated areas such as offices, dormitories, toilets, kitchens, and outdoor spaces.
• Supply of cleaning equipment, materials, garden tools, and transportation for staff.
• Daily cleaning tasks including sweeping, mopping, dusting, disinfecting toilets and sinks, waste removal, and cleaning kitchen appliances.
• Weekly, bi-monthly, quarterly, and annual maintenance activities such as weed removal, window cleaning, grass cutting, pest control, fumigation, and deep cleaning of carpets and upholstery.
• Provision and servicing of sanitary bins, rodent bait stations, and waste management, including medical waste disposal.
• Garden and landscaping services, including grass cutting, pruning, and pool maintenance.
• Adherence to health, safety, and environmental standards as specified in the contract and relevant legislation.

Technical Requirements

The technical requirements include:

• Proof of at least one year of experience in cleaning and gardening services, supported by relevant contracts and client confirmation letters.
• Qualified management personnel with good communication skills, minimum one-year management experience, and relevant qualifications (matric certificate).
• Implementation of a health & safety plan compliant with Occupational Health and Safety Act (OHSA) 85 of 1993, including safety policies, waste management, and COVID-19 protocols.
• Provision of security identification cards for employees, uniforms, protective gear, and confidentiality agreements.
• Compliance with security, health, and safety standards, including TB screening, criminal record clearance, and vaccination requirements.
• Use of SABS-approved products and equipment, and adherence to environmental and waste management policies.
• Capacity to maintain records of daily, weekly, and monthly reports, and submit regular site and performance reports.

Skills Requirements

The skills and qualifications required from bidders include:

• Minimum of one year of proven experience in cleaning and gardening services, with supporting documentation.
• Management personnel with good communication skills, management experience, and relevant qualifications (matric certificate).
• Employees must display identification cards, wear uniforms, and uphold confidentiality and safety protocols.
• Employees must be capable of communicating effectively in English and the dominant local language, with reading and writing skills.
• Personnel must be trained in occupational health and safety, fire safety, and emergency procedures.
• Capability to implement waste management, pest control, and environmental sustainability practices.
• Ability to provide reports, records, and documentation as required for monitoring and evaluation purposes.
