Objectives

The primary objective of this tender is to appoint two (2) service providers to deliver cleaning, hygiene, and horticulture services at Germiston Station and West Area Corridor 2 Stations within the South Gauteng Region. The aim is to maintain high standards of cleanliness, hygiene, and environmental aesthetics to enhance the station environment, ensure safety, and project a positive image of PRASA. The services are intended to support the modernization of stations, improve customer experience, and meet safety and environmental standards over a period of six (6) months.

Scope

The scope encompasses comprehensive daily cleaning, hygiene, and horticultural services across the entire station precincts and facilities, including:

• Cleaning of station platforms, tracks, public areas, offices, toilets, waiting areas, and access points.
• Horticultural maintenance such as grass cutting, weed removal, and vegetation control.
• Hygiene services including sanitation, waste collection, and disinfection of facilities.
• Specialized cleaning of high surfaces, glass, metal fittings, escalators, and other station infrastructure.
• Adherence to health, safety, and environmental regulations during all cleaning activities.
• Provision of cleaning materials, consumables, tools, machinery, and personnel as specified.
• Operational coverage seven days a week, including public holidays, with flexible hours during peak periods.

Technical Requirements

The technical requirements include:

• Adherence to all relevant statutory regulations such as the Occupational Health and Safety Act, Labour Relations Act, Environmental Management Act, and Railway Safety Regulator Act.
• Provision of trained, qualified, and identifiable personnel with appropriate PPE, uniforms, and badges.
• Use of approved chemicals and cleaning agents listed in the tender documentation.
• Deployment of specified cleaning machinery and equipment, ensuring they are within their serviceable life and properly maintained.
• Implementation of detailed cleaning procedures, including frequency, methods, and quality control measures.
• Maintenance of comprehensive safety, health, and environmental documentation, including SHE files, risk assessments, inspection records, and training logs.
• Effective waste management, including waste collection, disposal, and recycling, with proper documentation and certificates.
• Regular reporting on service delivery, resource deployment, and compliance to PRASA management.

Skills Requirements

The tender specifies the following skills and personnel requirements:

• Qualified cleaning staff with experience in station and public facility cleaning.
• Supervisors with proven ability to manage cleaning teams, ensure compliance, and maintain quality standards.
• Trained personnel in the use of machinery, chemicals, and safety protocols.
• Personnel capable of performing specialized cleaning tasks such as high dusting, window cleaning above 2.4 meters, and horticultural maintenance.
• Staff must be identifiable with badges displaying company name, site, and station details.
• Provision for relievers with an additional 10% of total staff to cover absences and shift coverage.
• Compliance with all statutory employment and safety regulations, including remuneration at the applicable minimum wages as per government gazette.
• Ability to produce and maintain detailed records of staff training, safety compliance, equipment maintenance, and service reports.
