Objectives

The primary objective of this tender is to secure maintenance and support services for the current legacy Benefits Administration system (Civpen) used by the GPAA. The aim is to ensure continuous system stability, support the existing infrastructure until the full deployment of a new pension administration solution, and facilitate the transition with minimal service disruption.

Scope

The scope encompasses:

• Maintenance and support of the Civpen legacy benefit administration system, including mainframe and Windows server environments.
• First-line support for ancillary systems such as the tax directive system, content management (PEKWA), and identity and access management systems.
• Support for interfaces with external entities like SARS, Bankserv/PayInc, and other third-party systems.
• Assistance with data migration, system integration, and future solution deployment activities.
• Operational activities including corrective, adaptive, and preventive maintenance, as well as DevOps support.
• Documentation, reporting, governance, and compliance activities aligned with GPAA frameworks.

Technical Requirements

The technical requirements include:

• Proficiency in mainframe technologies such as Natural/Adabas, JCL, TSO, and related tools.
• Experience with Java-based systems, Oracle databases, and Windows server platforms.
• Support for legacy systems that are no longer supported by current hardware/software platforms.
• Ability to manage interfaces with external systems and third-party applications.
• Knowledge of content management systems, tax directive processing, and identity/access management solutions.
• Adherence to GPAA’s SDLC, PRINCE2, and PMBOK project management standards.
• Capability to support cloud and on-premises environments, including security and service recovery.

Skills Requirements

The bidder must demonstrate:

• Recent and relevant experience in maintaining large, mission-critical enterprise systems, particularly benefit administration, financial, or tax-related applications.
• Technical expertise in mainframe programming languages (Natural/Adabas), Java, Visual Basic, and Oracle databases.
• Resources with current skills and experience in:
• Mainframe environments (JCL, TSO)
• Integration with external systems and third-party interfaces
• Content management and document indexing systems
• Tax directive and external data exchange systems
• Identity and access management (IAM) platforms
• Ability to provide comprehensive post-implementation support, including troubleshooting, investigations, and system enhancements.
• Knowledge of security standards, service recovery, and compliance with GPAA’s SDLC and project management frameworks.
• Capacity to manage software licenses, third-party service agreements, and support cloud transition initiatives.
