Objectives

The primary objective of this tender is to acquire a Cloud Mobile Device Management (MDM) solution to manage up to 40,000 connected devices during major election periods, with the flexibility to scale up to 100,000 devices as operational needs evolve. The solution aims to centralize device management, enhance security, enable remote support, and facilitate efficient deployment and maintenance of applications and OS updates, thereby supporting the Electoral Commission’s goal of ensuring a secure, transparent, and efficient election process.

Scope

The scope encompasses the procurement and deployment of a cloud-based MDM solution capable of managing devices across multiple locations including the national office, provincial offices, municipal offices, and voting stations nationwide. The solution must support:

• Management of up to 40,000 devices over 12 months, with provisions for future scaling.
• Device enrollment (including over-the-air enrollment), configuration, application management, security policies, and remote support.
• Monitoring device analytics, location tracking, and reporting functionalities.
• Remote OS updates, file management, and application deployment.
• Security features such as device locking, wiping, blacklisting, and encryption.
• User management with different access levels and multi-factor authentication.
• Integration with existing systems and support for various network connectivity options.

Technical Requirements

The solution must meet or exceed the following minimum technical specifications:

• Support for Android OS (Android 11.0 or higher), with hardware features including secure storage, GPS, 4G LTE, WiFi, Bluetooth, and wired LAN.
• Centralized management console with a single view of all devices.
• Ability to upload and test beta applications, run in kiosk mode, and hide/deactivate applications as needed.
• Adjustable communication protocols for remote locking, wiping, and analytics monitoring.
• Support for geolocation with meter-level accuracy and continuous or on-demand tracking.
• Over-the-air enrollment and management of multiple devices from a single account.
• Remote file transfer capabilities supporting large files (~30GB+), with control over non-MDM managed files.
• Silent OS deployment and updates, with reporting on installed patches and updates.
• Support for encrypted communications (HTTPS, TLS 1.2/1.3), SSL certificates, and secure data transfer.
• Role-based access control with multiple user profiles and multi-factor authentication.
• Ability to blacklist/restrict devices, enforce security policies, and distribute security settings including SSL certificates.
• Remote troubleshooting and support tools, including device mirroring and control.
• Support for integration with email and SMS notifications, and compatibility with existing network infrastructure.

Skills Requirements

The bidder must demonstrate:

• Experience in deploying and managing enterprise-grade cloud-based MDM solutions, with at least three (3) references for similar projects involving large-scale device management (minimum 10,000 devices).
• Capability to support content management for various file formats (SQL Lite, JSON, XML, PDF, JPEG, MP4, WAV, etc.) and large data transfers (~30GB+).
• Proficiency in integrating the MDM with existing ICT infrastructure, including network and security systems.
• Ability to provide comprehensive support and maintenance, including software updates, security patches, and operational support post-deployment.
• Knowledge transfer and training plans to enable the Electoral Commission’s staff to manage the solution independently after implementation.
• Provision of a detailed support plan, including remote support, troubleshooting, and escalation procedures.
• Demonstrated ability to scale the solution to accommodate future growth up to 100,000 devices.
• Compliance with security standards, multi-factor authentication, and encryption protocols.
