Objectives

The primary objective of this tender is to construct sanitation facilities at Ncapai Junior Secondary School in the Eastern Cape Province, ensuring improved hygiene and sanitation standards in line with the SAFE initiative. The project aims to deliver safe, functional, and compliant sanitation infrastructure that meets health, safety, and environmental standards, with a focus on community participation and local economic empowerment.

Scope

The scope of work includes:

• Construction of VIP ablution facilities (17 seats including urinals) with rainwater harvesting tanks
• Construction of ramps, landings, and elevated walkways
• Fencing around Grade R and intermediate phase ablution blocks
• Stormwater management systems such as v-drains, earth berms, and ditch drains
• Retaining walls and barrier walls (dwarf/garden walls)
• Subsoil drains and demolition/disposal of existing dilapidated facilities

Technical Requirements

The technical requirements encompass:

• Adherence to health and safety specifications, including site safety plans, risk assessments, and safety file management
• Compliance with environmental management and stormwater control measures
• Implementation of quality control procedures, including testing and certification of materials and workmanship
• Provision of construction methodology, schedule, and resource deployment plans
• Engagement of local SMMEs with at least 5% of construction value allocated for local procurement and participation
• Compliance with statutory and regulatory standards, including CIDB registration, COIDA certification, and VAT registration
• Development and submission of construction health and safety plans, emergency procedures, and site-specific safety files

Skills and Skills Requirements

The tenderer must demonstrate the following skills and competencies:

• Proven experience in constructing sanitation facilities, with at least three similar projects completed within the last three years, including projects in the Eastern Cape
• Technical qualifications of key personnel such as:
• Contract Manager with a minimum of 3 years built environment qualification and 5 years relevant experience
• OHS Officer registered with SACPCMP
• Foreman with at least 5 years experience in sanitation and building works
• Capacity to manage current workload, with no more than two ongoing projects at the time of tender evaluation
• Demonstrated reliability and reputation through references and past project performance
• Ability to develop and implement construction management and health & safety plans, including risk assessments and method statements
• Capacity to engage and supervise local SMMEs and ensure compliance with local procurement targets
• Financial capacity to undertake the project, supported by relevant financial statements and CIDB registration
• Effective communication, coordination, and reporting skills, including the ability to produce monthly progress and safety reports

Summary

The successful tenderer must possess the requisite technical expertise, proven project management skills, and capacity to deliver high-quality sanitation infrastructure within the stipulated 16-week contract period, ensuring compliance with all statutory, safety, and environmental standards, while actively promoting local enterprise participation.
