Objectives

The primary objective of this tender is to design, supply, install, and commission state-of-the-art engineering equipment for uMngeni-uThukela Water, a state-owned enterprise responsible for bulk treated water supply. The project aims to enhance operational capacity through advanced engineering solutions, promote transformation and empowerment in procurement, and ensure compliance with legislative and policy requirements.

Scope

The scope includes:

• Provision of engineering equipment as specified in the scope of work and project specifications.
• Standard and particular specifications, amendments, and project-specific requirements.
• Site information and drawings relevant to the installation and commissioning.
• Implementation of quality assurance, environmental management, and safety measures.
• Provision of key personnel, plant, and equipment necessary for project execution.
• Adherence to contractual, legal, and empowerment objectives including BBBEE and CPG goals.

Technical Requirements

The technical requirements encompass:

• Equipment meeting minimum functionality score of 70 points during evaluation.
• Design and installation of engineering equipment compliant with standard and project-specific specifications.
• Method statements outlining approach, methodology, and risk management strategies.
• Preliminary programme demonstrating project sequencing, critical path, and delivery timelines.
• Quality assurance systems certified to ISO 9001:2015 and environmental management systems certified to ISO 14001.
• Provision of detailed technical documentation including data sheets, drawings, and operation manuals.
• Implementation of safety plans in accordance with Occupational Health and Safety Act and Construction Regulations.
• Provision of training, aftersales support, and spares supply plans.

Skills Requirements

The tenderer must demonstrate:

• Experience: Proven track record in similar projects involving heavy engineering workshops, manufacturing, and fabrication machinery, with contactable references.
• Key Personnel: Qualified professionals including a Project Manager (BSc/N Dip Eng./B Tech Eng.), OEM factory-trained engineers and technicians with relevant project experience.
• Organizational Capacity: Adequate staffing and organizational structure to manage project scope, timelines, and quality standards.
• Plant and Equipment: Availability of major plant and equipment, either owned or leased, suitable for the scope of work.
• Quality and Environmental Management: Certified systems (ISO 9001 and ISO 14001) or plans to obtain certification prior to project completion.
• Health and Safety: Competent resources with necessary safety plans and compliance with Occupational Health and Safety regulations.
• Financial Capacity: Demonstrated financial stability through bank ratings or financial statements.
• Legal and Administrative: Proper registration, licensing, and compliance with all statutory requirements, including CIDB grading of 8ME or higher.
