The primary objective of this tender is to appoint a service provider to develop a comprehensive financial literacy e-learning platform for the FSCA. The platform should facilitate the development of framework, content, conceptualisation, design, testing, deployment, hosting, support, and maintenance over a period of three years, starting from 01 September 2026 or earlier. Additionally, the platform aims to enhance financial literacy among South Africans, promote consumer protection, and support financial decision-making through accessible, engaging, and inclusive digital education.

The successful bidder must propose a multidisciplinary team with the following expertise:
Individuals may perform dual roles, but minimum qualifications and experience must be demonstrated through CVs with at least three years in relevant expertise areas. The team should be capable of managing all phases from development to post-deployment support.
