Objectives

The primary objective of this tender is to appoint a service provider to develop a comprehensive financial literacy e-learning platform for the FSCA. The platform should facilitate the development of framework, content, conceptualisation, design, testing, deployment, hosting, support, and maintenance over a period of three years, starting from 01 September 2026 or earlier. Additionally, the platform aims to enhance financial literacy among South Africans, promote consumer protection, and support financial decision-making through accessible, engaging, and inclusive digital education.

Scope

The scope of work includes:

• Developing a detailed project plan with phased implementation, milestones, risks, and mitigations.
• Creating an audience-centered e-learning framework incorporating insights from the Digital Feasibility Study, including modular, localized, and progressive content delivery.
• Designing multimedia-rich, multilingual, scenario-based content aligned with instructional design principles.
• Supplying, installing, configuring, and customizing a Learning Management System (LMS) with subscriptions/licenses for up to 10,000 users, ensuring SCORM compliance and accessibility standards.
• Developing and packaging five core financial literacy modules covering Income & Expenditure, Savings & Investments, Credit & Debt, Financial Planning, and Protection.
• Integrating content into the platform, conducting focus group testing with diverse demographics, and refining the platform based on feedback.
• Creating a social media marketing strategy and content to promote platform awareness and usage.
• Supporting, maintaining, and enhancing the platform post-deployment, including updates based on user feedback, trends, and regulatory changes.
• Generating regular reports on user engagement, system performance, and content effectiveness over the contract duration.
• Ensuring compliance with data privacy, security standards (ISO/IEC27001, NIST CSF), and legal requirements (POPIA, GDPR).

Technical Requirements

• Development of a scalable, secure, and user-friendly e-learning platform hosted by the supplier.
• Subscription-based licenses for up to 10,000 concurrent users, with automatic re-registration after inactivity periods.
• Compliance with SCORM standards for content interoperability.
• Mobile-friendly interface supporting Android and iOS devices, with offline and low-data access options.
• Seamless registration/login via federated authentication protocols (OAuth 2.0, OpenID Connect).
• Adherence to privacy and data protection regulations, including POPIA and GDPR.
• Security assurance conforming to ISO/IEC27001:2022 and NIST CSF, with annual reports.
• Integration of multimedia, gamification, AI-driven adaptive learning, and interactive assessments.
• Implementation of analytics dashboards for monitoring usage, engagement, and content performance.
• Support for multi-lingual content and accessibility features (subtitles, voice-overs, assistive tools).

Skills Requirements

The successful bidder must propose a multidisciplinary team with the following expertise:

• Instructional designers experienced in SCORM, LMS, and gamified content development.
• Web and e-learning developers proficient in HTML, CSS, JavaScript, and SharePoint integration.
• UX/UI designers to ensure accessible, intuitive user experiences across devices.
• Content developers with knowledge of financial literacy topics and multimedia production skills.
• Graphic designers and motion graphics artists for branding and visual content.
• Proofreaders to ensure content accuracy and clarity.
• Social media marketers to develop and execute awareness campaigns.
• Project managers with experience in digital platform implementation and stakeholder coordination.
• Cybersecurity specialists to ensure platform security and compliance.

Individuals may perform dual roles, but minimum qualifications and experience must be demonstrated through CVs with at least three years in relevant expertise areas. The team should be capable of managing all phases from development to post-deployment support.
