Objectives

The primary objective of this tender is to construct the electrification infrastructure for 138 households in Phake Phase 2b, utilizing labour-intensive methods aligned with the Expanded Public Works Programme (EPWP). The project aims to deliver reliable electrical services to the community, promote local employment, and adhere to environmental and safety standards.

Scope

The scope of work includes:

• Construction of electrical reticulation infrastructure including stringing of ABC aerial bundle and Fox conductors.
• Installation of service boxes, transformer structures, and transformers.
• Pole numbering and labeling of MV and LV systems.
• Commissioning of electrical infrastructure.
• Pegging out, excavation, and planting of poles (both wooden and steel), including foundation and support structures.
• Installation of earthing systems, street lighting, and house connections.
• Provision of temporary works such as access roads, site establishment, and protection of existing services.
• Community liaison and employment of local labor through the appointed Community Liaison Officer (CLO).

Technical Requirements

The technical requirements encompass:

• Compliance with all relevant South African Standards (SANS 2001 series, SANS 1921 series, SANS 1200 series, etc.) and the Occupational Health and Safety Act, 1993.
• Adherence to environmental management plans, safety protocols, and traffic accommodation standards.
• Provision of detailed construction programmes, quality assurance systems, and safety plans for approval prior to commencement.
• Use of approved plant, equipment, and materials that meet specified standards, including proper storage and handling.
• Implementation of labour-intensive methods in accordance with EPWP guidelines, with proper record-keeping and supervision.
• Protection of existing services and environment, including tree felling and bush clearing as per regulations.
• Effective communication and coordination with the Employer’s Engineer and local authorities.

Skills and Skills Requirements

The tender stipulates the following skills and personnel qualifications:

• Project Management: A qualified Project Manager or Construction Manager (Site Agent) with relevant experience, minimum academic qualifications, and proven track record in similar projects.
• Safety Officers: Certified Occupational Health and Safety Officers (SACPCMP registration preferred) with experience in electrical projects and safety management.
• Key Personnel:
  • Experienced Electrical Engineers or Technicians with relevant registration and experience.
  • Skilled supervisors, foremen, and laborers trained in electrical installation, safety, and environmental protocols.
• Technical Skills: Ability to interpret drawings, prepare construction programmes, and implement quality control measures.
• Community Engagement: Personnel capable of liaising with local communities and managing local employment initiatives.
• Other Skills: Competence in handling plant and equipment, safety compliance, environmental management, and reporting.

Additional requirements include CVs, proof of qualifications, relevant experience, and registration certificates for key personnel, as well as proof of ownership or lease of plant and equipment.
