Objectives

The primary objective of this tender is to pre-qualify professional service providers (PSPs) across various disciplines to be enlisted on the Limpopo Panel for a period of three (3) years. The panel aims to facilitate the appointment of qualified PSPs on a rotational basis for social infrastructure projects managed by the Independent Development Trust (IDT). The process seeks to ensure that only capable and experienced professionals are engaged for projects, thereby supporting the development and delivery of social infrastructure aligned with government priorities.

Scope

The scope of this tender encompasses the accreditation and pre-qualification of PSPs in the following disciplines:

• Architects
• Quantity Surveyors
• Electrical Engineers
• Mechanical Engineers
• Civil Engineers
• Structural Engineers
• Occupational Health & Safety Consultants
• Social Facilitators
• Geo-hydrological Engineers
• Geo-technical Engineers
• Land Surveyors
• Professional Environmental Specialists

Qualified PSPs will be invited to participate in project-specific requests for quotations (RFQs) over the three-year period. The scope also includes specialized services outside the built environment, as needed for project implementation, adhering to relevant gazetted standards and professional regulations.

Technical Requirements

PSPs must demonstrate compliance with the following technical criteria:

• Professional registration with relevant statutory bodies (e.g., ECSA, SACAP, SACQSP, SACPCMP, SACNASP, EAPASA).
• Minimum qualifications aligned with their discipline (e.g., NQF Level 7 or higher for engineers, architects, quantity surveyors).
• Relevant experience in managing and delivering construction or social infrastructure projects, supported by signed appointment letters and completion certificates from clients within the last 15 years.
• Provision of key personnel CVs, professional registration certificates, and evidence of experience.
• Demonstrated local presence in Limpopo, supported by municipal utility bills or lease agreements.
• Compliance with the gazetted rates and scope of services for each discipline.
• Submission of mandatory documents including company registration, CSD registration, tax clearance, and professional indemnity insurance.

Skills Requirements

PSPs must possess the following skills and competencies:

• Professional expertise and registration in their respective disciplines.
• Proven project management and supervision capabilities.
• Experience in managing social facilitation, environmental, geotechnical, hydrological, and land surveying projects.
• Ability to deliver projects within scope, time, and budget constraints.
• Strong client relationship management and ability to provide credible references.
• Local knowledge of Limpopo’s geographical and socio-economic context.
• Adherence to ethical standards, including conflict of interest, confidentiality, and anti-corruption policies.
