Objectives

The primary objective of this tender is to appoint 21 eligible contractors to undertake the Giyani Water Reticulation Phase 2A projects. The aim is to facilitate the construction and completion of water reticulation infrastructure across various specified areas within the Mopani District Municipality, ensuring improved water supply and infrastructure development.

Scope

The scope encompasses the execution of 21 water reticulation contracts within the Giyani area, covering various localities such as Dokera, Hlomela, Makhuva, Mavalani, Mbaula, Mountain View, Mninginisi, Mushiyani, Nsavulani, Nwadzekudzeku, Phlaubeni, Vuhehli, Xikhumba, and others. The contracts involve the construction of reinforced concrete water reticulation networks, including associated infrastructure, with durations ranging from 6 to 12 months, depending on the specific contract.

All bidders must submit a single bid document covering all 21 contracts, with a total bid fee of R1000.00, which includes all contracts and BOQs.

Technical Requirements

• Proof of CIDB Contractor grading level appropriate for the contract.
• Certified copy of Workmen's Compensation Certificate.
• Proof of company registration for VAT.
• Certified entity registration with CIPIC.
• Valid Tax Clearance Certificate issued by SARS.
• Authority to sign the bid and certified identity documents of owners/directors.
• Statement of municipal rates and taxes not in arrears for more than 90 days, or an alternative affidavit if residing/operating in rural areas.
• Lease agreements or affidavits if operating from leased or non-owned property.
• Completion of all bid documentation, including signed forms and statements.
• Submission of updated CSD report and audited or reviewed financial statements for the last three years.
• Certification from an accredited accountant confirming financial standing.
• Filling all relevant MBD forms.

Skills Requirements

• Reputation/Experience (40 points): Demonstrated experience in similar water infrastructure projects, with completed projects and signed completion certificates.
• Human Resources – Contract Manager (20 points): CVs in prescribed format, with relevant qualifications (engineering, project management, or built environment), ID copies, and registration with SACPCMP.
• Human Resources – Site Agent (10 points): CVs with relevant qualifications, ID copies, and SACPCMP registration.
• Human Resources – Safety Officer (10 points): CVs with relevant health and safety qualifications, ID copies, and SACPCMP registration.
• ISO Certification (10 points): Valid ISO 9001:2015 certificate for construction services.
• Plant and Equipment (10 points): Proof of ownership of machinery and equipment, or lease agreements with proof of ownership from providers.

To be considered responsive, bidders must score at least 80 points in the functionality evaluation. Bidders scoring below this threshold will be disqualified. The evaluation will also include preference points as per the 2022 Preferential Procurement Regulation.
