Objectives

The primary objective of this tender is to appoint 21 eligible contractors to undertake water reticulation projects across various areas within the Giyani Water Reticulation Phase 2A. The projects aim to enhance water infrastructure, improve water supply reliability, and expand water reticulation networks in the specified regions.

Scope

The scope encompasses the execution of 21 water reticulation contracts within the Giyani Water Reticulation Phase 2A projects for the 2025/26 financial year. Each contract involves the construction and installation of water reticulation infrastructure in designated areas, with durations of 6 to 12 months. All contracts are covered under a single bid document, which includes Bill of Quantities (BOQs) for each contract.

• All 21 contracts are to be awarded collectively, with a single bid document covering all projects.
• The projects are located in various areas such as Dokera, Hlomela, Makhuva, Mavalani, Mbatlo, Mbaula, Mountain View, Mninginisi, Mushiyani, Nsavulani, Nwadzekudzeku, Phlaubeni, Vuhehli, Xikhumba, and others.
• The duration for each contract is 12 months, with some contracts specified as 6 months.

Technical Requirements

Bidder must demonstrate compliance with the following technical specifications:

• Proof of CIDB Contractor grading level appropriate for the contract.
• Certified copy of Workmen’s Compensation Certificate.
• Proof of company registration for VAT.
• Certified entity registration with CIPIC.
• Valid Tax Clearance Certificate issued by SARS.
• Authority to sign on behalf of the company, with certified ID copies of owners or directors.
• Signed form of offer and statement of municipal rates and taxes (not in arrears for more than 90 days) or a letter from traditional authority if applicable.
• Lease agreement if operating from leased property, or affidavit if residing/operating from non-owned property.
• Complete and initial all pages of the bid document, submitted in original format.
• Updated CSD report.
• Audited or reviewed financial statements for the last three years.
• Certification from an accredited accountant confirming financial standing.
• Filling all relevant MBD forms.
• Functionality evaluation based on criteria outlined below.

Skills and Experience Requirements

Applicants must meet the following skills and experience criteria to be considered responsive:

• Reputation/Experience (40 points): Demonstrated experience in similar water infrastructure projects, including reinforced concrete water retaining structures, sewage, sanitation infrastructure, networks, and pump stations. Completion certificates must be attached.
• Human Resources – Contract Manager (20 points): CVs in prescribed format, with relevant qualifications (Engineering, Project Management, or Built Environment), ID copies, and registration with SACPCMP.
• Human Resources – Site Agent (10 points): CVs with relevant qualifications, ID copies, and SACPCMP registration.
• Human Resources – Safety Officer (10 points): CVs with relevant health and safety qualifications, ID copies, and SACPCMP registration.
• ISO 9001:2015 Certification (10 points): Valid certification for construction services.
• Plant and Equipment (10 points): Proof of ownership of machinery and equipment, or lease agreements with proof of ownership from providers.

Additional Conditions

Only bidders scoring 80 points or above in the functionality assessment will be considered for evaluation. The evaluation process includes preference points as per the 2022 Preferential Procurement Regulation. Bidders must pay a non-refundable fee of R1000.00 for the bid document, payable to the specified bank account, with proof of payment required upon collection.
