Objectives

The primary objective of this tender is to appoint 21 qualified contractors to undertake the Giyani Water Reticulation Phase 2A projects. The aim is to facilitate the construction and extension of water reticulation infrastructure across various locations within the Mopani District Municipality, ensuring improved water supply services in the region.

Scope

The scope encompasses the execution of 21 water reticulation contracts under Phase 2A, covering areas such as Mushiyani, Dokera, Hlomela, Makhuva, Mavalani, Mbatlo, Mbaula, Mountain View, Mninginisi, Nsavulani, Nwadzekudzeku, Phlaubeni, Vuhehli, Xikhumba, and others. Each contract involves the installation or extension of water reticulation networks, with durations of 12 months per contract. The comprehensive bid document includes all 21 contracts, with bidders required to pay a single fee covering the entire scope.

Technical Requirements

• Proof of CIDB Contractor grading level appropriate for the contract.
• Certified copy of Workmen's Compensation Certificate.
• Proof of company registration for VAT.
• Certified entity registration with CIPIC.
• Valid Tax Clearance Certificate issued by SARS.
• Authority to sign the bid documents, along with certified IDs of owners/directors.
• Statement or letter confirming municipal rates and taxes are not in arrears for more than 90 days, or proof of residence/operation in rural areas where rates are not levied.
• Lease agreement or affidavit if operating from leased or non-owned property.
• Completion of all bid documentation, including signed forms and initialed pages.
• Submission of updated CSD report and audited financial statements for the last three years.
• Certification from an accredited accountant confirming financial standing.
• Filling all relevant MBD forms.
• Functionality assessment based on experience, human resources, plant and equipment, and certifications.

Skills Requirements

• Reputation/Experience: Demonstrated experience in similar water infrastructure projects, with completed projects and signed certificates.
• Human Resources – Contract Management: Qualified personnel with relevant engineering or project management qualifications, registered with SACPCMP, including CVs, IDs, and certificates.
• Human Resources – Site Management: Skilled site management personnel with appropriate qualifications and experience.
• Health and Safety: Certified Health and Safety Officer with relevant qualifications and SACPCMP registration.
• Plant and Equipment: Ownership or lease agreements for machinery and equipment, with proof of ownership or a commitment letter from the supplier.
• Certifications: Valid ISO 9001:2015 certification for construction services.

Evaluation will be based on the total functionality points scored out of 100, with a minimum threshold of 80 points for responsiveness. Bidders must demonstrate the necessary technical expertise, resources, and experience to qualify for further evaluation under the preference points system.
