Objectives

The primary objective of this tender is to appoint 21 qualified contractors to undertake the Giyani Water Reticulation Phase 2A projects. The aim is to facilitate the construction and upgrade of water reticulation infrastructure across various locations within the Mopani District Municipality, ensuring improved water supply services in the region.

Scope

The scope encompasses the execution of 21 water reticulation contracts within the Giyani area, covering various localities such as Dokera, Hlomela, Makhuva, Mavalani, Mbatlo, Mbaula, Mountain View, Mninginisi, Mushiyani, Nsavulani, Nwadzekudzeku, Phlaubeni, Vuhehli, Xikhumba, among others. Each contract involves the installation, upgrading, or maintenance of water reticulation infrastructure over a period of 12 months, with the possibility of multiple contracts being awarded to a single bidder.

All contracts are to be executed in accordance with the specifications detailed in the bid documents, which include BOQs and other project-specific requirements.

Technical Requirements

• Proof of CIDB Contractor grading level appropriate for the contract.
• Certified copy of Workmen's Compensation Certificate.
• Company registration for VAT and entity registration with CIPIC.
• Valid Tax Clearance Certificate issued by SARS.
• Authority to sign the bid documents, certified IDs of owners/directors, and signed forms of offer.
• Statement of municipal rates and taxes or a letter from a traditional authority confirming non-arrears status.
• Lease agreements or affidavits if operating from leased or non-owned property.
• Submission of all bid documents in original format, completed and initialed on every page.
• Updated CSD report and audited or reviewed financial statements for the last three years.
• Certification from an accredited accountant confirming financial standing.
• Filling of all relevant MBD forms.
• Functionality assessment based on experience, human resources, plant and equipment, and compliance with standards.

Skills Requirements

• Reputation/Experience: Demonstrated experience in similar water infrastructure projects, with completed projects and signed completion certificates.
• Human Resources – Contract Management: Qualified personnel with relevant engineering or project management qualifications, certified IDs, and registration with SACPCMP.
• Human Resources – Site Management: Skilled site managers with appropriate qualifications and experience.
• Human Resources – Safety Officer: Certified health and safety officers with relevant qualifications and SACPCMP registration.
• ISO Certification: Valid ISO 9001:2015 certification for construction services.
• Plant and Equipment: Ownership or lease agreements with proof of ownership for all machinery and equipment, with lease agreements supported by proof of ownership and commitment letters.

Only bidders scoring 80 points or above in the functionality assessment will be considered responsive for further evaluation.
