Objectives

The primary objective of this tender is to appoint an experienced event coordination service provider to manage the logistical, infrastructural, and operational aspects of a large-scale reburial event. The event aims to facilitate the respectful reburial of 63 ancestral remains from the Northern Cape, involving multiple days of ceremonies, community participation, and cultural activities. The event also seeks to restore dignity, promote healing, and fulfill cultural and spiritual responsibilities associated with repatriation.

Scope

The scope encompasses comprehensive management of a multi-day, culturally significant reburial event involving up to 1,300 participants across two provinces. Key components include:

• Logistical planning and transportation within the Northern Cape and from Cape Town.
• Accommodation arrangements in multiple towns, including traditional food preparation and catering.
• Transport for community leaders, VVIP guests, and participants.
• Infrastructure setup at the burial site, including tents, ablutions, staging, audio-visual equipment, security, and medical services.
• Ceremonial activities such as vigil, reburial, and community engagement.
• Provision of site infrastructure, permits, and compliance with health, safety, and environmental regulations.
• Management of traditional slaughtering and traditional food preparation.
• Multimedia support including audio-visual and signage.
• Overall project management, contingency planning, and coordination with relevant authorities.

Technical Requirements

The service provider must demonstrate the ability to deliver the following:

• Experience in managing large-scale, multi-day cultural and ceremonial events of similar size and complexity.
• Provision of comprehensive logistical planning, including transportation, accommodation, and catering.
• Infrastructure setup with tents (Bedouin or equivalent), staging, seating, AV equipment, and site utilities.
• Implementation of health and safety standards, occupational health regulations, and permits for rural and remote locations.
• Provision of security, medical emergency services, and crowd control measures.
• Traditional food preparation, including slaughtering livestock on-site, in compliance with health and safety regulations.
• Management of water supply, sanitation, and waste management during the event.
• Effective communication and coordination with community leaders, traditional authorities, and government agencies.
• Ability to deliver within the specified timeline, with final event dates estimated around December 2025.

Skills Requirements

The successful bidder must possess:

• Proven experience in large-scale event planning and management, particularly in rural or remote settings.
• Strong project management skills with the ability to coordinate multiple components simultaneously.
• Expertise in logistical operations, including transportation, accommodation, and infrastructure setup.
• Knowledge of cultural sensitivities and ability to deliver culturally respectful ceremonies.
• Capacity to manage traditional food preparation and livestock slaughtering in accordance with health and safety standards.
• Technical proficiency in audio-visual setup, site infrastructure, and emergency services coordination.
• Effective communication skills to liaise with diverse stakeholders, including community leaders, government officials, and VVIP guests.
• Ability to develop and implement contingency plans and manage unforeseen challenges.
