Objectives

The primary objectives of this tender are to appoint a competent service provider to maintain, repair, and service the Department of Agriculture and Rural Development's mechanical infrastructure and equipment across the Free State province for a period of 36 months. The contract aims to:

• Ensure the mechanical assets are kept in good working condition to support departmental operations.
• Attend promptly to emergency breakdowns to minimize operational disruptions.
• Comply with all relevant legal safety and environmental regulations.
• Transfer skills and create work opportunities for local residents, especially in Glen village.
• Extend the lifespan of mechanical infrastructure through regular maintenance and repairs.

Scope

The scope of work encompasses:

• Maintenance, servicing, and repair of existing mechanical infrastructure and equipment at all departmental facilities within the Free State, including main facilities at Glen, district and ward offices, research farms, and other departmental sites.
• Work to be performed across various locations such as Glen Agricultural College, ATDC Gariep Fish facility, Karee nursery, and other departmental assets.
• Provision of skills transfer and ensuring compliance with safety, health, and environmental standards.
• Coordination with professional service providers for design-related work when necessary.
• Adherence to local legislation, standards (e.g., SANS 10400), and safety regulations (Occupational Health and Safety Act, Construction Regulations 2014).
• Regular inspections, emergency response, and reporting as per contractual and regulatory requirements.

Technical Requirements

The technical requirements include:

• CIDB registration with a grading of 6 ME (Mechanical Engineering) or higher, or equivalent contractor grading based on the tendered sum.
• Demonstrated capacity, capability, experience, and qualifications to undertake mechanical maintenance and repairs.
• Provision of key technical personnel with relevant qualifications, experience, and CIDB competence standards, including CVs and proof of registration.
• Availability of specialized equipment and tools, with proof of ownership or rental arrangements, including certificates and photos.
• Financial capacity to support the contract, evidenced by bank statements or funding instruments, with a minimum of 5% of the contract value available.
• Completion of all returnable documents, including project references, project team CVs, equipment schedules, and compliance certificates.
• Adherence to environmental and safety standards, including the implementation of an Environmental Management Plan (EMP) and Occupational Health and Safety compliance.
• Provision of a performance guarantee and securities as specified in the contract data.
• Implementation of a detailed activity/work schedule, with progress reporting and invoicing aligned with project milestones.
