Objectives

The primary objectives of this tender are to establish a panel of qualified built environment consultants and professional service providers to support the Agricultural Research Council (ARC) in infrastructure and facilities projects over a five-year period. The services aim to manage new infrastructure development, refurbishment projects, provide technical oversight, conduct property inspections, develop infrastructure models, and advise on compliance with relevant laws, standards, and regulations.

Scope

The scope encompasses:

• Provision of multidisciplinary engineering and built environment consultancy services across various infrastructure projects nationwide, with a focus on Pretoria and surrounding areas.
• Conducting feasibility studies, assessments of existing infrastructure, and development of concept solutions with cost estimates.
• Full project delivery stages from inception, concept, design development, documentation, procurement, construction, to project close-out, in line with PROCSA stages.
• Support in procurement processes, contractor recommendation, and adjudication.
• Support in infrastructure design, planning, and technical support across disciplines such as architecture, civil, structural, electrical, mechanical, geotechnical, environmental, heritage, traffic, and other specialized fields.
• Appointed firms must demonstrate capability in one or more core disciplines and areas of specialization, with a preference for firms operating within Gauteng and owned at least 50% by relevant professionals.

Technical Requirements

The technical requirements include:

• Provision of professional engineering and built environment services aligned with industry standards and regulations (e.g., SACAP, ECSA, SACPCMP, SACQSP).
• Design and technical support for infrastructure projects, including surveys, concept development, detailed design, and monitoring.
• Adherence to relevant legislation such as the National Building Regulation, Occupational Health and Safety Act, National Environmental Management Act, and standards like SANS 10400.
• Capability to undertake studies, assessments, and develop viable solutions with associated cost estimates.
• Support in procurement, contract administration, and project management across all project stages.
• Compliance with quality assurance, safety, environmental, heritage, and accessibility standards.
• Provision of team members with appropriate qualifications, experience, and registration with relevant professional bodies.

Skills Requirements

Applicants must demonstrate:

• Professional qualifications at NQF level 7 or higher in relevant disciplines (architecture, engineering, planning, surveying, etc.).
• Minimum of 5 years’ experience in infrastructure, civil, structural, electrical, mechanical, geotechnical, environmental, heritage, traffic, or related fields.
• Proven track record in managing infrastructure projects, feasibility studies, design development, and project delivery within the public or private sector.
• Ability to undertake multidisciplinary assessments, develop concept and detailed designs, and support procurement and construction phases.
• Capability to provide technical oversight, property inspections, valuations, and quality assurance.
• Experience in working within regulatory frameworks and standards, with a strong emphasis on compliance and safety.
• Effective communication, project management, and stakeholder engagement skills.
• Ability to operate nationally with a presence in major South African cities, especially Gauteng.
