Objectives

The primary objective of this tender is to procure a reliable and continuous supply of natural gas for SAAT's designated facilities. The supplier must deliver natural gas that meets specified quality, safety, and environmental standards, ensuring uninterrupted service for the duration of the contract. The procurement aims to promote fair competition, transparency, and value for money, while adhering to applicable legal and regulatory requirements.

Scope

The scope of the tender includes:

• Supply and delivery of natural gas for a period of two years.
• Provision of natural gas that complies with minimum quality and specification standards.
• Delivery through approved transmission and/or distribution networks to designated facilities.
• Ensuring supply at specified delivery points and maintaining schedules based on demand forecasts.
• Implementation of health, safety, and environmental standards during delivery.
• Accurate metering, measurement, and reporting of gas consumption and delivery.
• Orderly transition and exit procedures at contract end or termination.

Technical Requirements

The technical requirements include:

• Provision of natural gas that meets quality and specification standards outlined in the RFQ.
• Delivery via approved transmission/distribution networks to designated points.
• Compliance with health, safety, and environmental laws and standards.
• Implementation of effective health and safety management systems.
• Accurate metering and measurement with calibrated, certified equipment.
• Provision of periodic consumption and delivery reports supported by verifiable metering data.
• Adherence to agreed service levels for availability and reliability of supply.
• Prompt response to supply interruptions or emergencies.
• Orderly transition procedures at contract conclusion.

Skills Requirements

The skills and qualifications required from the service provider include:

• Experience in supplying and delivering natural gas, demonstrated through at least one or more reference contracts of similar scale and nature.
• Compliance with all applicable national laws, regulations, and standards governing natural gas supply, including licensing and network access requirements.
• Knowledge of health, safety, and environmental regulations, with appropriate policies and declarations in place.
• Capability to provide accurate metering, measurement, and reporting services.
• Ability to coordinate with network operators and regulatory authorities to ensure continuous supply.
• Financial stability and competitive pricing capabilities.
• Understanding of the procurement and contractual obligations outlined in the RFQ.
