Objectives

The primary objective of this tender is to procure a service provider for the warehousing and storage of Gauteng Provincial Network (GPN) equipment. The service aims to establish a secure, efficient, and managed storage facility to support the expansion and maintenance of GPN infrastructure, ensuring proper asset management, security, and logistical support over a period of thirty-six (36) months.

Scope

The scope of work includes:

• Providing a secure storage facility of approximately 800 square meters for GPN equipment, including WAN, LAN, Wi-Fi, Voice Active, and passive equipment.
• Managing collection and delivery of equipment to and from the storage facility (one-off service).
• Implementing a barcoding system for equipment tracking.
• Maintaining an updated inventory list of all stored assets.
• Asset movement control and security management.
• Providing safekeeping, security, and third-party liability cover during transit and storage.
• Conducting quarterly asset verification and physical audits with reporting.
• Transporting and relocating existing equipment from the current storage facility at Tulisa Park Regional Office, including server cabinets, UPS, switches, cables, and other materials, totaling approximately 4,560 items.

Technical Requirements

The technical specifications for the storage facility and services include:

• Secure storage with electronic security access, CCTV surveillance, and intruder detection systems.
• Deployment of physical security officers (24/7) with valid PSIRA registration.
• Facility must have municipal water supply, fire suppression, temperature, and humidity control systems.
• Ownership proof or lease agreement for at least three years.
• Compliance with Occupational Safety and Health Act (OSHA), South African National Standards (SANS), and building regulations.
• Facility size of approximately 800 square meters, with a signed floor plan.
• Implementation of asset management systems including barcoding, inventory management, and asset movement control.
• Insurance coverage for all stored equipment and during transit.

Skills and Skills Requirements

The successful bidder must demonstrate:

• Experience in providing secure storage facilities for network equipment, with evidence such as reference letters and contact details (minimum 50 points).
• Technical expertise in asset management systems, including proposing and explaining a methodology for asset tracking, inventory management, and asset movement control (45 points).
• Capability to conduct quarterly asset verification reports, with a commitment letter (5 points).
• Proven ability to implement and maintain physical and electronic security systems, including CCTV, ESAECS, and SIDS, with minimum thresholds of 45 points.
• Capacity to provide comprehensive security services, including trained PSIRA-registered security officers and security system management.
• Financial stability demonstrated through submission of recent financial statements.
• Compliance with all legal, safety, and environmental standards as specified in the tender documentation.
